[The president and a member of the Board of County Commissioners of
Harford County, as designated by the Board, shall be members of The Council and
each shall have authority to nominate, constitute and appoint a permanent
alternate, who shall be an elected or appointed official of the government of
Harford County, to serve in his absence as a member of The Council. The Board
of County Commissioners of Harford County shall appoint a member of the
Harford County planning and zoning commission to serve as a member of The
Council.]
THE COUNTY EXECUTIVE OF HARFORD COUNTY SHALL BE A
MEMBER OF THE COUNCIL AND SHALL HAVE AUTHORITY TO
NOMINATE, CONSTITUTE AND APPOINT A PERMANENT
ALTERNATE, WHO SHALL BE AN ELECTED OR APPOINTED
OFFICIAL OF THE GOVERNMENT OF HARFORD COUNTY, TO SERVE
IN HIS ABSENCE AS A MEMBER OF THE COUNCIL. THE
[[CHAIRMAN]] PRESIDENT OF THE COUNTY COUNCIL OF
HARFORD COUNTY SHALL BE A MEMBER OF THE COUNCIL AND
SHALL HAVE AUTHORITY TO NOMINATE, CONSTITUTE AND
APPOINT AS A PERMANENT ALTERNATE, A MEMBER OF THE
COUNTY COUNCIL OF HARFORD COUNTY TO SERVE IN HIS
ABSENCE AS A MEMBER OF THE COUNCIL. THE COUNTY
EXECUTIVE OF HARFORD COUNTY SHALL APPOINT A MEMBER OF
THE HARFORD COUNTY PLANNING ADVISORY BOARD AS A
MEMBER OF THE COUNCIL.
SECTION 2. AND BE IT FURTHER ENACTED, That if any provision of
this Act or the application thereof to any person or circumstance is held invalid for
any reason, such invalidity shall not affect the other provisions or any other
application of this Act which can be given effect without the invalid provisions or
application, and to this end, all the provisions of this Act are hereby declared to be
severable.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act is hereby
declared to be an emergency measure and necessary for the immediate preservation
of the public health and safety and having been passed by a yea and nay vote
supported by three-fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date of its passage.
