container for each and every hogshead or basket or other container so sold. THE
AUTHORITY SHALL ENFORCE THE COLLECTION AND REVIEW OF
CERTIFICATES OF PURCHASE ON EVERY TRANSACTION
INVOLVING THE PURCHASE OF TOBACCO. EACH PURCHASER
FOUND TO BE BUYING TOBACCO FROM ANY PERSON WHO IS NOT
THE RIGHTFUL OWNER, OR THE AGENT OF THE OWNER OF THIS
TOBACCO, WITH KNOWLEDGE THAT THE VENDOR IS NOT THE
RIGHTFUL OWNER OR THE AGENT OF THE OWNER, SHALL BE
LIABLE TO THE RIGHTFUL OWNER FOR THE TRUE VALUE OF THE
TOBACCO AT THE TIME OF CONVERSION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

CHAPTER 236
(Senate Bill 697)

AN ACT to add new Section 230D to Article 56 of the Annotated Code of
Maryland (1972 Replacement Volume and 1972 Supplement), title "Licenses,"
subtitle "Real Estate Brokers," to follow immediately after Section 230C
thereof, to make it unlawful in Baltimore City for real estate salesmen, agents,
or brokers to engage in steering and certain practices on the basis of race, color,
religion, or national origin, to provide that the Maryland Real Estate
Commission shall enforce the provisions of the law, requiring brokers in
Baltimore City to keep certain records which must be disclosed to prospective
buyers upon request, and relating generally to real estate practices in Baltimore
City.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 230D be and it is hereby added to Article 56 of
the Annotated Code of Maryland (1972 Replacement Volume and 1972
Supplement), title "Licenses," subtitle "Real Estate Brokers," to follow
immediately after Section 230C thereof, and to read as follows:

230D.

(A)   THIS SECTION IS ENACTED TO PROVIDE FOR FAIR AND
EQUAL REAL ESTATE HOUSING PRACTICES AND OPPORTUNITIES
IN BALTIMORE CITY FOR ALL ITS CITIZENS, REGARDLESS OF
RACE, COLOR, RELIGION OR NATIONAL ORIGIN, AND TO THAT
END TO PROHIBIT STEERING AND OTHER DISCRIMINATORY REAL
ESTATE PRACTICES WITH RESPECT TO RESIDENTIAL HOUSING IN
ORDER THAT THE PEACE, HEALTH, SAFETY, PROSPERITY AND
GENERAL WELFARE OF ALL OF THE CITIZENS OF THE CITY MAY
BE PROTECTED AND INSURED. THIS LAW SHALL BE ENFORCED BY
THE MARYLAND REAL ESTATE COMMISSION.

(B)    IN BALTIMORE CITY ALL BROKERS SHALL MAINTAIN
SEPARATE CURRENT AND COMPLETE REGISTRIES OF ALL
RESIDENTIAL PROPERTIES WHICH THEY PERSONALLY LIST FOR
SALE, BROKEN DOWN INTO PRICE CATEGORIES AS ESTABLISHED
BY THE REAL ESTATE COMMISSION; AND ANY PROSPECTIVE
