(Senate Bill 169)

AN ACT to repeal and re-enact, with amendments, Section 23 of Article 15A of
the Annotated Code of Maryland ([[1968 Replacement Volume and]] 1972
Supplement), title "Budget and Fiscal Planning," subtitle "Department of
Budget and Fiscal Planning," to provide that the Secretary of Budget and Fiscal
Planning shall perform program analysis and shall make an annual report with
recommendations to the Governor in respect to the administration, organization
and duties of the several departments, boards, commissions, bureaus, divisions,
institutions and agencies of the State, and to provide that a copy of the report
be sent to the Director of Fiscal Services.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 23 of Article 15A of the Annotated Code of
Maryland ([[1968 Replacement Volume and]] 1972 Supplement), title "Budget
and Fiscal Planning," subtitle "Department of Budget and Fiscal Planning," be
and it is hereby repealed and re-enacted, with amendments, to read as follows:

23.

In connection with this study of the needs of the several departments, boards,
commissions, bureaus, divisions, institutions and agencies of the State, the
Secretary shall PERFORM PROGRAM ANALYSIS; give careful attention to
the administration, organization and duties of the same in order to ascertain
whether there is any duplication or overlapping of work, duties or functions, and
shall make reports [and] WITH recommendations ANNUALLY IN WRITING
to the Governor for the ELIMINATION OR REDUCTION OF STATE
PROGRAMS. ABOLITION OF POSITIONS, CHANGE OF PROCEDURES,
AND reorganization or consolidation of any departments, boards, commissions,
bureaus, divisions, institutions or agencies whenever in his opinion [such
reorganization or consolidation] THE RECOMMENDATIONS would result in
economy or efficiency, or be to the best interest of the State. A COPY OF THE
REPORT AND RECOMMENDATIONS PROVIDED FOR HEREIN SHALL
BE FORWARDED TO THE DIRECTOR OF FISCAL SERVICES.

SECTION 2. AND BE IT FURTHER ENACTED. That this Act shall take
effect July 1, 1973.

AN ACT to repeal and re-enact, with amendments, Section 38B of Article 89B of
the Annotated Code of Maryland (1972 Supplement), title "State Roads,"
subtitle "Distribution and Use of Special Funds," to provide for establishment,
maintenance, financing, and use of bridle paths or horse trails under certain
conditions.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
