CHAPTER 211
(Senate Bill 111)
AN ACT to add new Section 24A to Article 64A of the Annotated Code of
Maryland (1972 Replacement Volume), title "Merit System," to follow
immediately after Section 24 thereof, to prohibit [(any State agency from
employing on a contractual basis for a certain period any State employee who
has left State employment.]] State agencies from employing the services of
certain State employees for a period of time after leaving State service.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 24A be and it is hereby added to Article 64A of
the Annotated Code of Maryland (1972 Replacement Volume), title "Merit
System," to follow immediately after Section 24 thereof, and to read as follows:
24A.
A STATE AGENCY MAY NOT ENTER INTO A CONTRACTUAL
ARRANGEMENT FOR EMPLOYMENT [[OTHER THAN BY REASON OF
RETIREMENT]] WITH ANY PERSON WHO HAS LEFT STATE
EMPLOYMENT, OTHER THAN BY REASON OF RETIREMENT, UNTIL
THE PERSON HAS BEEN OUT OF STATE EMPLOYMENT FOR A
PERIOD OF ONE YEAR. THE TERM CONTRACTUAL ARRANGEMENT
SHALL NOT INCLUDE REHIRING OF A PERSON INTO THE STATE
EMPLOYMENT SYSTEM.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

AN ACT to repeal and re-enact, with amendments. Sections 23(a) and 23(d) of
Article 17 of the Annotated Code of Maryland ([[1972]] 1971 Supplement),
title "Clerks of Courts," subtitle "General Duties of Clerks," [[removing
references to all increasing the minimum and maximum annual salary
permitted to be paid to the clerks of the circuit courts in each county and
Baltimore City. (I; and permitting the Board of Public Works to determine the
annual salary of each clerk of the circuit court based on the relative volume of
business and receipts in each office 11
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 23(a) and 23(d) of Article 17 of the Annotated Code
of Maryland ([(1972]] 1971 Supplement), title "Clerks of Courts," subtitle
"General Duties of Clerks," be and the same are hereby repealed and re-enacted,
with amendments, to read as follows:
23.
(a) The clerk of each of the circuit courts of this State in each county shall be
entitled to receive annually a salary [[ ] ]] of not less than [[$6,000.00]]
