for salaries and wages and operating
expenses needed to provide hearing
officers and staff to develop an imple-
ment rules and regulations pertaining
to involuntary patient admissions to
Mental Hygiene facilities. Also, to
prevent an anticipated increase in the
number of involuntary admission cases
going to the judicial courts.
