Pursuant to the authority conferred on me by Article 3, Section 52,
Subsection (5) of the Constitution of Maryland, and in accordance with the
consent of the (State Senate) — (House of Delegates), duly granted, I hereby
submit a supplement to the Budget Bill. Funds for these appropriations are
available due to the original estimated surplus, additional revenue, additional
reversions, and amendments to the original budget.

The Supplemental Budget will affect the previously estimated General
Fund Surplus as shown on the following summary statement.
