day following. Provided, that in Annapolis, the hours shall be as fixed by the
mayor, counsellor and aldermen of Annapolis [, and in Kent County the hours
shall be from 6 o'clock a.m. to 1 o'clock a.m]. In Queen Anne's County, the hours
shall be from 6 o'clock a.m. to 12 o'clock midnight.

(d) The hours during which the privileges conferred by a Class D beer, wine and
liquor license may be exercised shall be from 6 o'clock a.m. to 12 o'clock
midnight. Provided that (1) in Baltimore City the hours shall be from 6 o'clock
a.m. to 1 o'clock a.m., (2) in Baltimore AND KENT [[County]] COUNTIES the
hours shall be from 6 o'clock a.m. to 2 o'clock a.m., and (3) in [Kent and]
Howard [counties] COUNTY the hours shall be from 6 o'clock a.m. to 1 o'clock
a.m.

(c) In Kent County, as to Classes B and D (on-sale) beer, wine and liquor
licenses, this section shall be applicable between the hours of midnight on Saturday
and 6 a.m. on Monday and between the hours of [l] 2 a.m. and 6 a.m. on the
following day on every weekday.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

CHAPTER 24
(House Bill 42)

AN ACT to add new subsection (13) to Section 95 of Article 66C of the
Annotated Code of Maryland (1970 Replacement Volume), title "Natural
Resources," subtitle "Agriculture," subheading "Soil Conservation Districts,"
to follow immediately after subsection (12) thereof, enunciating the power of the
soil conservation districts, already granted in Section 106 of Article 96A, to
review plans for land clearing, soil movement and construction, and to make
recommendations regarding sediment control including promulgation of general
criteria.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new subsection (13) be and it is hereby added to Section 95
of Article 66C of the Annotated Code of Maryland (1970 Replacement Volume),
title "Natural Resources," subtitle "Agriculture," subheading "Soil Conservation
Districts," to follow immediately after subsection (12) thereof, and to read as
follows:

95.

(13) TO APPROVE OR DISAPPROVE PLANS FOR CLEARING,
GRADING, TRANSPORTING, OR OTHERWISE DISTRIBUTING SOIL,
SUBMITTED PURSUANT TO SUBSECTION (A) OF SECTION 106 OF
ARTICLE 96A, AND TO PROMULGATE GENERAL CRITERIA AND
SPECIFIC WRITTEN RECOMMENDATIONS CONCERNING THE
CONTROL OF EROSION AND SILTATION AND THE ELIMINATION OF
POLLUTION ASSOCIATED WITH SUCH ACTIVITY.
