(d)    [Meters shall be set on time and mileage
when they leave the boundaries of this County;
provided that, the taxicab director is hereby
authorized to grant exceptions to this subsection to
those companies whose primary area of business are the
municipalities of Laurel or Takoma Park.]

IN ADDITION TO THE MILEAGE CHARGE, THERE SHALL BE
A TIME CHARGE FOR ANY TIME THAT THE VEHICLE IS
OPERATING AT A SPEED OP UNDER SEVEN MILES PER HOUR AT
A RATE OF TEN CENTS (10¢) FOR EACH ONE MINUTE.

(e)    Pets may be transported at the discretion
of the driver, and if transported will be charged at a
rate of 50 cents; provided, however, that any seeing
eye dog transported will travel free of charge.

(f)    AT THE DISCRETION OF THE DRIVER, AN
APPROPRIATE FARE CAN BE DEMANDED BEFORE DEPARTURE.

SECTION 2. Service Charge.

(a)    A personal service as defined as any
service required by a passenger which necessitates the
taxicab driver's leaving the vicinity of the taxicab
[, except to inform a prospective passenger of his
arrival ];

(b)    There is hereby established a service
charge of 50 cents for any service rendered by the
driver as defined in Section 2 (a) above; provided,
however, that there shall be no service charge for any
person who is confined to a wheel chair OR WHO IS
BLIND, and be it further provided that there shall be
no service charge for the removal and carrying of
luggage and trunks as defined in Section 4.

[ (c) A service charge of 50 cents may be charged
if the driver of the taxicab is requested to inform a
prospective passenger of his arrival and is required
to go above the main entrance floor of the apartment
house or dwelling. ]

SECTION 3. Waiting Time.

(a) Waiting time shall be defined as follows:

(1) Time consumed while the taxicab is
waiting and available to the passenger beginning at
the time of arrival [5 minutes] at the place to which
