Governor shall, by proclamation issued pursuant to a resolution of the Board of
Public Works, publicly declare that the taxes required by this section shall not be
collected or levied in any such ensuing taxable year.
SECTION 13. AND BE IT FURTHER ENACTED, That all [[All]] matters
committed by this Act to the discretion of the Board of Public Works shall be
determined by a majority of said Board.
SECTION [[13.]] 14. AND BE IT FURTHER ENACTED, That, except as
otherwise indicated herein, moneys derived from the sale of bonds authorized by
this Act shall be used only for capital improvements and for no other purpose. In
determining whether an expenditure represents a capital improvement, the Board
of Public Works shall be guided by the principle that a capital improvement is an
improvement, the useful life of which shall be at least equal to the life of the bonds
by which it is financed.
SECTION [[14.]] 15. AND BE IT FURTHER ENACTED, That, if any
portion (word, sentence, paragraph, proviso or section) of this Act shall be held
invalid for any reason, the remaining provisions shall remain in full force and
effect, and such invalid portion shall be considered severed and deleted from this
Act.
SECTION [[15.]] 16. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1973.

AN ACT to repeal and re-enact, with amendments, Section 3-827 of Article
66-1/2 of the Annotated Code of Maryland, (1970 Replacement Volume), title
"Vehicle Laws," subtitle "Certificates of Title and Registration," amending the
laws concerning the surrender of certain motor vehicle registration cards and
unused registration plates.
SECTION . BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 3-827 of Article 66-1/2 of the Annotated Code of
Maryland, (1970 Replacement Volume), title "Vehicle Laws," subtitle "Certificates
of Title and Registration," is hereby repealed and re-enacted, with amendments, to
read as follows:
3-827.
Refund of registration fee on surrender of unused plates. Upon the surrender of
the registration cards and unused registration plates provided for in Classes A, B,
C, D, E, F, G, H, I and J, and upon application made therefor, the original owner
shall be entitled to refund of the entire fee on unused registration plates when
returned to the [Department] ADMINISTRATION [within 30 days after the
date of issuance, or returned prior to April 1st, when secured between February
15th and 29th preceding] DURING THE REGISTRATION YEAR FOR
WHICH ISSUED.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.
