SECTION 2. This Act shall take effect on the
76th day following the date on which it becomes law.

AN ACT to add a new Chapter 93A to the Montgomery
County Code 1965, title "Fair landlord-Tenant
Relations," to follow immediately after Chapter
93 thereof, to create a Commission on
Landlord—Tenant Affairs and an Office of
Landlord—Tenant Affairs which shall license
rental facilities in accordance with the
provisions stated herein and regulate
landlord-tenant activities including
recommendations to the County Council on rent
guidelines, initiate and review complaints of
defective tenancies, seek conciliation of such
complaints and, in accordance with administrative
and constitutional due process, to prohibit
defective tenancies within Montgomery County,
Maryland, and assure enforcement of the
provisions of this enactment within its terms;
and to provide for the County Executive, with the
approval of the County Council, to appoint
members to the Commission on Landlord-Tenant
Affairs and the Executive Director of the Office
of Landlord-Tenant Affairs.

SECTION 1. BE IT ENACTED BY THE COUNTY COUNCIL
FOR MONTGOMERY COUNTY, MARYLAND, That there is hereby
added to the Montgomery County Code 1965, a new
Chapter to be known as Chapter 93A, title "Fair
Landlord—Tenant Relations," to follow immediately
after Chapter 93 thereof, and to read as follows:
