(b) It shall be the duty of the Commission to submit an annual report to the
[Secretary of Employment and Social Services, to the] Governor [,] and to the
General Assembly on or before January 1st of each year, setting forth the results
of its studies and its recommendations, if any, for legislation.
SECTION 3. AND BE IT FURTHER ORDERED, That, unless specifically
disapproved, within fifty days after submission, by a resolution of disapproval
concurred in by a majority vote of all members of either House of the General
Assembly, this Executive Order shall take effect May 1, 1973.

AN ACT to repeal and re-enact, with amendments, Sections 2(p), 19(1-1), and
68(h) of Article 2B of the Annotated Code of Maryland (1968 Replacement
Volume and 1972 Supplement), title "Alcoholic Beverages," subtitles,
"Definitions," "Beer, Wine and Liquor Licenses," and "Renewal of Licenses,"
amending the alcoholic beverage laws of Wicomico County with particular
references to the definition of the word "restaurant," the securing of alcoholic
beverage licenses for restaurants, the renewal of these licenses and the licensing
and operation of restaurants under the alcoholic beverage laws of that county.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 2(p), 19(1-1), and 68(h) of Article 2B of the
Annotated Code of Maryland (1968 Replacement Volume and 1972 Supplement),
title "Alcoholic Beverages," subtitles, "Definitions," "Beer, Wine and Liquor
Licenses," and "Renewal of Licenses," be and they are hereby repealed and
re-enacted, with amendments, all to read as follows:

(p) "Restaurant" means an establishment for the accommodation of the public
equipped with a dining room with facilities for preparing and serving regular
meals, wherein the average daily receipts from the sale of foods [exceeds]
EXCEED the average daily receipts from the sale of alcoholic beverages, provided
that the board of license commissioners, in any county having such a board or in
Baltimore City, may by rule or regulation prescribe a different standard as to what
shall constitute a restaurant.
Except that in Harford County a "restaurant" as used in § 14 means a business
establishment for the accommodation of the public, fully equipped with a proper
and adequate dining room, tables, chairs and sufficient facilities for preparing and
