AN ACT to amend Chapter 2, title "Administration," and
Article II, title "Department of Health," of
Chapter 88, title "Health and Sanitation," of the
Montgomery County Code 1965, as amended, by
repealing and re—enacting with amendments,
Sections 2-16A, 2-36, 2-48, 2-80, and 2-81; by
repealing Sections 2-46, 2-47, 2-49, 2-79, 2-81A,
2-173, 88-6, 88-8, 88-9, and 88-10; by adding new
Sections 2-49A, 2-16B, 2-16C, 2-16D, 2-16E to
provide a reorganization of certain sections,
offices and departments of the County government,
as follows: to expand the sections and offices
in the office of the chief administrative officer
to include a budget and research section, a
management informational services section, a
civil defense and emergency planning section,
intergovernmental programs section, and office of
human resources, and setting forth generally
their functions and responsibilities; to provide
for supervision of the purchasing office by the
director of the department of finance as directed
by the chief administrative officer; to abolish
the department of inspection and licenses and
make it a part of a new department of
environmental protection and to transfer the
responsibilities of the former department and its
director to the new department; to designate the
director of the department as the inspector of
weights and measures; to abolish the department
of economic development; to transfer out of the
department of general services the data
processing division and detention division and to
amend its buildings and grounds responsibility to
maintenance; to abolish the department of
