which the Fire Board shall find is no longer needed by
the fire department.
(f) Any single purchase or contract made
by or on behalf of the Kensington Volunteer Fire
Department, Inc., involving an expenditure of more
than one thousand dollars shall be made from or let by
sealed bids or proposals after public notice for such
period and in such manner as the Fire Board shall
determine. Specifications for such bids or proposals
shall be prepared by the fire department. Contracts
for such purposes shall be awarded to the lowest
responsible bidder who shall give adequate security or
bond for the performance of his contract.
(g) The Fire Board shall hold not less
than four meetings annually which shall be open to the
public. Seven members of the Fire Board shall
constitute a quorum for the transaction of business.
(h) The authority and responsibility of
the Fire Board hereinabove created shall be exercised
only in connection with funds derived from taxation,
and bonds or other obligations to be satisfied in
whole or in part from such funds, and shall not be
construed to extend to funds derived from other
sources.
SECTION 12. Section 37-3, title "Fire area
committee," Chapter 37, title "Kensington," of the
Montgomery County Code 1965, as amended, is hereby
repealed and re-enacted, with amendments, to read as
follows:
Sec. 37-2. Fire Area Committee.
(a) There is hereby created a Kensington
Fire area Committee which shall elect thirteen of the
members of the Kensington Fire Board created in this
chapter, and exercise such ether authority and perform
such other duties as are vested in it by this chapter.
(b) The Fire Area Committee shall consist
of one representative from each active citizens'
association, having not less than fifty bona fide
members who are residents and real estate taxpayers
within the fire area; one representative from each
incorporated city, town, village or special taxing
area within the fire area; and one representative from
