10.   North 67 degrees 36 minutes 47 seconds West passing over a concrete
monument marked with the Roman Numeral II heretofore set at the distance of
40.76 feet, in all 1732.40 feet to an iron pin now set at the beginning of the third
or North 29 3/8 degrees East 180 foot line of the second hereinmentioned deed
thence running with and binding in part on the said third line and running with and
binding in part on the third or North 19 7/8 degrees East 30 rod line of the land
which by deed dated June 7, 1943 and recorded among the Land Records of
Carroll County in Liber E.A.S. No. 181, folio 273 was conveyed by the County
Commissioners of Carroll County to W. Frank Thomas and also running with and
binding in part on the fifth or North 14 degrees East, 37-1/2 perch line of the first
parcel of land which by deed dated April 8, 1901 and recorded among the Land
Records of Carroll County in Liber J.H.B. No. 93, folio 34 was conveyed by
Louisa A. Smith, et al to Robert H. Pollock as now surveyed.

11.   North 11 degrees 54 minutes 03 seconds East, 1291.78 feet to a stone
heretofore set at the beginning of the sixth or North 59-1/2 degrees East 74 perch
line of the fourth hereinmentioned deed thence running with and binding on the
said sixth and seventh lines, the two following courses and distances, as now
surveyed, viz:

12.   North 57 degrees 16 minutes 31 seconds East passing over said Center
Street, there laid out 60 feet wide, the center of which is 975.22 feet from the
beginning hereof in all 1222.64 feet to an iron pin now set on the southwest side of
a proposed 16 foot alley as laid out and shown on the plat of Frizzell's Addition to
Westminster recorded among the Land Records of Carroll County in Liber J.B.B.
No. 40, folio 154 and thence running with and binding on the said southwest side
of said proposed 16 foot alley, as now surveyed.

13.  South 37 degrees 45 minutes 56 seconds East. 1023.98 feet to the southeast
side of said proposed 16 foot alley and thence running with and binding on the
southeast side of said proposed 16 foot alley, as now surveyed.

14.  North 34 degrees 03 minutes 40 seconds East 205.52 feet thence leaving said
southeast side of said alley and running in part across said proposed 16 foot alley,
as now surveyed.

15.  North 37 degrees 55 minutes 06 seconds West 107.93 feet to intersect the
said southeast side of Church Street thence running with and binding on the said
southeast side of Church Street, as now surveyed.

16.   North 51 degrees 23 minutes 01 second East, 155.72 feet to the place of
beginning and containing 81.877 acres, more or less.

AND BE IT FURTHER RESOLVED That from and after the effective date
of this Resolution all persons now or hereafter residing within the area annexed
shall become residents of the City of Westminster and the property therein shall be
property within the City of Westminster, and subject to the provisions of the Charter
and Ordinances of the City of Westminster and all amendments thereto.

AND BE IT FURTHER RESOLVED That this Resolution be and become
effective forty-six days following its passage and approval.

AND BE IT FURTHER RESOLVED That after the introduction of this
Resolution the Mayor of the City of Westminster shall cause said Resolution to be
published not fewer than four times in a newspaper having general circulation in
the area together with a notification of a public hearing to be held by the Mayor
and Common Council of the City of Westminster not less than fifteen (15) days
after the fourth publication of said notice.
