exception of two assistant sheriffs, who may be appointed by the Sheriff and serve
at the pleasure of the Sheriff, the assistant sheriffs shall be considered line officers
if so designated by the Sheriff. Deputy sheriffs and correctional officers employed
prior to, and still on duty as of June 1, 1967 shall be qualified and employed under
the county's merit system as to qualifications, compensation and other regulations.

All deputy sheriffs are required to complete a minimum of three hundred hours
(300) of classroom training at an academy recognized by the police training
commission within the first year of employment to be effective on January 2, 1973.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall not be
construed to extend or apply to the salary of the sheriff in office on the effective
date of this Act, but the provisions of this Act concerning the salary of the sheriff
shall take effect at the beginning of the next following term of office.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

CHAPTER 170
(House Bill 1170)

AN ACT to repeal and re-enact, with amendments, Section 20(m-2) of Article 2B
of the Annotated Code of Maryland (1968 Replacement Volume and 1972
Supplement), title "Alcoholic Beverages," subtitle "Beer, Wine and Liquor
Licenses," to increase in Wicomico County the number of special Sunday
licenses for certain clubs holding a Class C beer, wine and liquor license, and to
make this Act an emergency measure.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 20 (m-2) of Article 2B of the Annotated Code of
Maryland (1968 Replacement Volume and 1972 Supplement), title "Alcoholic
Beverages," subtitle "Beer, Wine and Liquor Licenses," is hereby repealed and
re-enacted, with amendments, to read as follows:

20.

(m-2) (1) In Wicomico County the annual fee for such a license shall be $250
annually for a club with from 50 to 399 bona fide, dues-paying members, $500
annually for a club with from 400 to 599 such members, and $750 annually for a
club with 600 or more members. Provided that the license fee shall be established
on the maximum number of dues-paying members during the calendar year
immediately preceding the application for a license.

(2) Such a license may be issued in Wicomico County for a bona fide, nonprofit
fraternal, social or veterans' club which (i) has been incorporated for a period of
not less than five years immediately prior to the filing of the application; (ii) is in a
clubhouse or premises used principally for a club and neither directly nor indirectly
operated as a public business; (iii) has had at least 100 bona fide, dues-paying
members during the one year immediately prior to the filing of the application,
except that if the club is composed solely of members who served in the armed
forces of the United States, a minimum of 50 such members are sufficient; (iv) has
facilities for preparing and serving food on the premises to the members and their
