2448                                    MUNICIPAL CHARTERS

precinct or precincts in which the territory to be annexed is located, and the
owners of at least twenty-five per centum (25%) of the assessed valuation of the
real property located in the area to be annexed.

It is, therefore, RESOLVED by The Mayor and Common Council of
Westminster that all of the land lying within the boundaries of the hereinafter
described parcel shall be annexed to and become a part of the city of Westminster:

All that parcel of land situate on the southeast edge and adjoining and
contiguous to the corporate boundaries of the City of Westminster, more
particularly described by metes and bounds as follows:

Beginning at a point in the southeast margin line of Bishop Street (formerly known
as Alms House Lane), said point being also in and 212.91 feet from the end of
the 6th or North 25 degrees 51 minutes 16 seconds East, 643.52 foot line of the
land conveyed by the W. Frank Thomas Estate recorded or intended to be
recorded immediately prior hereto, said point having Maryland Grid coordinates
N =630,646.49 E = 802,416.77 and being North 39 degrees 46 minutes 20 seconds
West, 1249.21 feet from a concrete monument in the 18th or South 35-1/4
degrees. East, 1,466 foot line of the existing (or 1896) corporate boundary of the
City of Westminster, Maryland; said monument having Maryland Grid
coordinates of N = 629,678.67 E = 803,222.33 as determined from M.B.C.S.
Station Roger having Maryland Grid coordinates of N = 629,013.22
E = 803,568.00 running thence with a portion of the 16th all the 17th and a
portion of the said 18th line of said corporate boundary reversed and corrected
to agree with Maryland Grid, (1) South 39 degrees 46 minutes 20 seconds East,
947.47 feet to a point in and 29.12 feet from the end of the fourth or South 75
degrees 07 minutes 16 seconds West, 225.08 feet of the said land conveyed by
the W. Frank Thomas Estate recorded prior hereto, said point having Maryland
Grid coordinates of N = 629,918.27 E= 803,022.90 and being North 39 degrees
46 minutes 20 seconds West, 311.74 feet from the said concrete monument in
the 18th line of Westminster Corporate Boundary, running thence with a
portion of the 4th line of the aforesaid conveyance, (2) South 75 degrees 07
minutes 16 seconds West, 29.12 feet to an iron pin, thence (3) North 65 degrees
32 minutes 57 seconds West, 841.21 feet to intersect the southeast margin of
Bishop Street (formerly known as Alms House Lane) 26 feet wide as laid out in
a deed dated April 8, 1921 conveyed by W. Frank Thomas to the County
Commissioners of Carroll County, Md. recorded in Liber E.O.C. No. 138, folio
343, etc., one of the Land Records of Carroll County, Maryland, running
thence and binding on the southeast margin of said Bishop Street, (4) North 25
degrees 51 minutes 16 seconds East, 430.61 feet to the place of beginning
containing 4.443 acres of land, more or less.

Being part of the first parcel of land which was conveyed by deed of Ivan L. Hoff,
Trustee, to W. Frank Thomas, dated June 10, 1919 and recorded among the
Land Records of Carroll County in Liber E.O.C. No. 134, folio 324, etc.

And be it further RESOLVED that from and after the effective date of this
Resolution all persons residing within the area to be annexed shall be and become
residents of the City of Westminster and subject to the provisions of the Charter of
said City and any amendments thereto and that the real property so annexed and
the personal property thereon shall be subject to the municipal property taxes
effective with the levy to be made effective July 1, 1972, that all of said property,
both real and personal, will be taxed for the period of the levy only for municipal
services furnished to said properties at the effective date of the levy.
