14. Voters
Every person who (a) is a citizen of the United States, (b) is at least eighteen
years of age, (c) HAS RESIDED WITHIN THE CORPORATION LIMITS OF
THE TOWN OF LUKE FOR AT LEAST 30 DAYS PRECEDING ANY
TOWN ELECTION, and (d) is registered in accordance with the provisions of this
Charter, shall be a qualified voter of the Town. Every qualified voter of the Town
shall be entitled to vote at any or all Town elections.
And be it further resolved, that on March 20, 1972, in regular session, the
Council passed unanimously the above resolution.

CHARTER AMENDMENT
RESOLUTION 1-72
RESOLUTION of the Mayor and Council of Manchester, Maryland, adopted
pursuant to the authority of Article 11-E of the Constitution of the State of
Maryland, and Section 13 of Article 23A of the Annotated Code of Maryland,
entitled "Municipal Corporations," as that Section was enacted by Chapter 423 of
the Acts of the General Assembly of Maryland, 1955, entitled, "A
RESOLUTION TO AMEND THE CHARTER OF THE TOWN OF
MANCHESTER, FOUND IN ARTICLE 7 OF THE CODE OF PUBLIC
LOCAL LAWS OF MARYLAND, BY REPEALING AND REENACTING
SECTION 146 OF THE CODE OF PUBLIC LOCAL LAWS OF CARROLL
COUNTY."
SECTION 1. BE IT RESOLVED BY THE MAYOR AND COUNCIL OF
MANCHESTER, That Section 146 of the Code of Public Local Laws of Carroll
County, which contains Section 4 of the Charter of the Town of Manchester, be
and it is hereby repealed and reenacted, with amendments to read as follows:
The corporate limits of said Town of Manchester shall embrace all the land
situated, lying and being within the following metes and bounds, courses and
distances, as surveyed on October 25, 1946, by George Bucher John Registered
Land Surveyor to wit:
