I, Charles E. MacDonald, Clerk of the Town of Laytonsville, hereby certify that at
a duly called meeting of the Mayor and Council of the Town of Laytonsvilie held
on the 7th day of March 1972, Mayor Mills, Councilmen Johnson and Whipp
being present, on motion duly made and seconded, the above resolution was
unanimously adopted and passed.

CHARTER AMENDMENT RESOLUTION NO. 1-71
By this Resolution, the Mayor and Commissioners of the Town of Luke,
Maryland, passed and adopted at its third reading, the following addition to the
Town's Charter in accordance with the requirements as stated in the Annotated
Code of Maryland:
Addition to Section 19, Subsection 19A:
19A. (REGISTRATION OF ABSENTEE VOTERS)
ANY PERSON WHO IS OTHERWISE QUALIFIED AS A VOTER IN
ACCORDANCE WITH SECTION 14 OF THIS CHARTER AND WHOSE
PHYSICAL DISABILITY CONFINES HIM TO A HOSPITAL OR CAUSES
HIM TO BE CONFINED TO HIS HOME OR WHO IS OTHERWISE
PERMANENTLY PREVENTED FROM BEING PRESENT TO REGISTER
OR RE-REGISTER WITH THE BOARD OF SUPERVISORS OF
ELECTIONS, SHALL BE ALLOWED TO REGISTER OR RE-REGISTER
BY CASTING HIS ABSENTEE BALLOT IN ACCORDANCE WITH THE
PROCEDURE ESTABLISHED UNDER SECTION 28A OF THIS
CHARTER. WHEN PROPERLY REGISTERED UNDER THIS SECTION, A
PERSON SHALL CONTINUE AS A REGISTERED VOTER TO THE SAME
EXTENT AND FOR THE SAME PERIOD THAT HE WOULD BE
REGISTERED HAD HE APPEARED IN PERSON AND BEEN
REGISTERED UNDER SECTION 19 OF THIS CHARTER AND THE
ELECTION LAWS OF THE TOWN.
And be it further resolved, that on March 20, 1972, in regular session the
Council passed unanimously the above resolution.
