AMENDMENT OF THE CHARTER

OF
THE TOWN OF LAYTONSVILLE, MARYLAND

A RESOLUTION to amend Paragraph 3(b) of the Charter of the Town of
Laytonsville so as to reduce the voting age in town elections and referendums; also to
amend Section 16 of the Charter so as to permit the Mayor and Council to expend in
any one year the surplus on hand at the beginning of such year in addition to the
amounts receivable form taxes and other sources for said year.

BE IT RESOLVED by the Mayor and Council of Laytonsville that -

1.  Paragraph 3(b) of the Charter of the Town of Laytonsville, which presently
reads as follows:

"(b) In regard to all town elections and referendums, all male and female
citizens of the Town of Laytonsville of the age of 21 years and upward, who have
resided in the town for six months next preceding such election and/or referendum,
shall be qualified to vote thereon."'

be and the same is hereby amended to read as follows:

"(b) In regard to all town elections and referendums, all male and female
citizens of the Town of Laytonsville of the age of 18 years and upward, who have
resided in the Town for six months next preceding such election and/or
referendum, shall be qualified to vote therein."

2.  Section 16 of the Charter of the Town of Laytonsville, which presently reads
as follows:

"Sec. 16. Deficit spending prohibited.

"The Mayor and Council of Laytonsville shall not expend or contract to expend in
any one year more money than the amount receivable from taxes and other sources
for that year."

be and the same is hereby amended to read as follows:
"Sec. 16. Deficit spending prohibited.

"The Mayor and Council of Laytonsville shall not expend or contract to expend in
any one year more money than the amounts receivable from taxes and other sources
for said year, plus the amount of surplus on hand at the beginning of said year."

3.  The above amendments shall take effect on the 50th day after the adoption of
this resolution, unless a petition to submit the amendment on referendum to the
voters of the Town be submitted as prescribed in Art. 23A of the Anno. Code of
Md., 1957 ed. as amended to date.
