Provided, however, that for development, drainage, sewerage, sanitary and

SECTION 5. AND BE IT FURTHER RESOLVED, That this resolution shall
become effective at the end of forty-five days following its final enactment, unless
a proper petition for referendum hereon shall be filed, as permitted by law.
