(b)  To promote research on needs for children and youth;

(c)   To bring together public and private agencies to plan coordinated
programs for children and youth, and to recommend activities leading to
strengthening services for children;

(d)  To advocate the participation of children and youth in decision-making in
public and private agencies whose programs concern children and youth;

(e)  To evaluate and make recommendations on legislation affecting children
and youth to the Governor and General Assembly, through the Secretary of
Employment and Social Services;

(f)   To assist the Governor's Youth Advisory Council in its projects,
particularly by providing contacts with government officials in implementing
recommendations;

(g)  To prepare for, participate in and implement state, regional and national
conferences for children and youth.

6.     The Secretary of Employment and Social Services shall provide for an
annual appropriation for the Commission in the Department's annual budget and
may accept, subject to other provisions of law, on behalf of the Commission
federal funds or private donations to carry out the purposes of this order.

7.     The Commission shall submit an annual report of its activities to the
Governor, through the Secretary of Employment and Social Services.

8.    All records of the Maryland Committee for Children and Youth are hereby
transferred to the Commission.

EXECUTIVE ORDER OF MAY 31, 1972
FLEET MANAGEMENT

WHEREAS, On October 26, 1971, I promulgated an Executive Order establishing
within the Executive Branch of the State Government a Task Force on Fleet
Management which was charged with the responsibility of developing a plan to
improve the management of the motor vehicle fleet of the State; and

WHEREAS, The Task Force was directed to submit its Final Report to the
Governor and the Board of Public Works no later than June 1, 1972; and

WHEREAS, The existence of the Task Force, unless specifically continued by the
Governor, was to terminate on June 1, 1972; and

WHEREAS, The Chairman of the Task Force has advised me that, because of the
scope of the Task Force's charge and the amount of research needed to make
recommendations on various aspects of the management of the State's motor
vehicle fleet, the Task Force will not be able to submit its Final Report by June
1, 1972;

NOW, THEREFORE, I, MARVIN MANDEL, GOVERNOR OF THE STATE
OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY
ARTICLE II, SECTION 24, OF THE CONSTITUTION OF MARYLAND,
