1994 EXECUTIVE ORDERS
State Government; and
WHEREAS, One of the major recommendations of the Maryland Committee for
Children and Youth is that a permanent commission for children and youth be
established in State Government, as has been done in thirty-three other states;
and
WHEREAS, There is need for an independent, on-going agency to act as an
advocate for children and youth on behalf of the Maryland State Government,
and to stimulate communication and cooperative planning among public and
private agencies concerned with children and youth:
NOW, THEREFORE, I, MARVIN MANDEL, GOVERNOR OF THE STATE
OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY
ARTICLE 2, SECTION 24. OF THE CONSTITUTION OF MARYLAND,
HEREBY PROMULGATE THE FOLLOWING ORDER EFFECTIVE
IMMEDIATELY;
1. There is created the Governor's Commission on Children and Youth within
the Department of Employment and Social Services.
2. The Commission shall be composed of thirty-two members, of which eleven
shall be adult citizens known for their concern for children and youth, ten shall be
youth (aged 14-22), and eight shall be representatives of state agencies involved in
the following areas which concern children and/or youth: drug administration,
education, employment, health, human relations, juvenile services, child
development and social services. In addition there shall be a representative of the
Judicial Branch of State Government and of a recreation agency. The Secretary of
Employment and Social Services shall serve as an ex officio member of the
Commission.
3. All adult members and seven of the youth members shall be appointed by
the Governor, with the advice of the Secretary of Employment and Social Services.
Three of the youth members shall be appointed from among the members of the
Governor's Youth Advisory Council, by the Executive Board of the Council, and
shall serve renewable terms of one year. No youth member shall serve on the
Commission beyond June 30th of the year in which he or she reaches 23 years of
age. Adult and youth citizens shall be eligible for reappointment to a second full
term. Of the twenty eight members first appointed by the Governor, ten (including
seven adults and three youths) shall be appointed for terms of one year ending
June 30, 1972; nine (including seven adults and two youths) shall be appointed for
terms of two years ending June 30, 1973; and nine (including seven adults and two
youths) shall be appointed for three year terms ending June 30, 1974. Thereafter,
all terms of those appointed by the Governor shall be three years. The appointed
members of the Commission shall receive no compensation for their services on the
Commission.
4. In making appointments to the Commission, the Governor, with the advice
of the Secretary of Employment and Social Services, shall designate one adult
citizen member to serve as chairman and one youth member to serve as
vice-chairman.
5. The purpose and duties of the Commission shall be:
(a) To collect, compile, and disseminate to the public on a continuing basis
information about the problems and needs of children and youth;
