MARVIN MANDEL, Governor                                 1993

91-605, Section 203(a), 84 Stat. 1740, effective December 31, 1971, which
provides "that the Governor of the State shall be responsible for the
administration of the (Highway Safety) program through a state agency which
shall have adequate powers, and be suitably equipped and organized to carry
out to the satisfaction of the Secretary (of Transportation), such program;" and
a change within the Executive Branch of the State Government by which, by
Chapter 526 of the Laws of Maryland of 1970, a Department of Transportation,
headed by a Secretary of Transportation was created, effective July 1, 1971; and

WHEREAS, The directive of the National Highway Traffic Safety Administration
and the Federal Highway Administration of the United States Department of
Transportation, NHTSA/FHWA Order 900-4/7-5, issued August 10, 1971,
establishes that the State agency responsible for coordinating the Highway
Safety Program may be an office or component of an existing agency of State
Government:

NOW, THEREFORE, I, MARVIN MANDEL, GOVERNOR OF
MARYLAND, HEREBY PROMULGATE THE FOLLOWING ORDER,
EFFECTIVE IMMEDIATELY:

1.   The Executive Order, dated August 29, 1969, is hereby rescinded.

2.      Pursuant to Sections 2-101, 2-102 and 2-103 of Article 66-1/2 of the
Annotated Code of Maryland (1970 Replacement Volume), and for purposes of the
Federal Highway Safety Acts of 1966 and 1970, the Secretary of Transportation, is
hereby designated as the Governor's Representative for Highway Safety.

3.    There is hereby delegated to the Governor's Representative, all the powers
and authority vested in the Governor by Sections 2-101, 2-102 and 2-103 of Article
66-1/2 of the Annotated Code of Maryland (1970 Replacement Volume) and he is
directed to exercise the same in pursuance of said sections.

4.    There has been established within the Department of Transportation of the
Executive Branch of the State Government a Division of Transportation Safety
within which the Office of Highway Safety Coordinator shall be incorporated. The
powers and authority hereby delegated to the Secretary of Transportation as the
Governor's Representative, may be redelegated by him to the Division of
Transportation Safety at his discretion.

5.     All departments and agencies within the Executive Branch of the State
Government are to cooperate with the Governor's Representative, in the
performance of his highway safety functions provided herein to the full extent
permitted by law.

COMMISSION ON CHILDREN AND YOUTH

WHEREAS, The Maryland Committee for Children and Youth was created in
1968 to identify and to propose solutions to the critical problems of Maryland's
young people; and

WHEREAS, The Maryland Committee on Children and Youth has compiled a
comprehensive report and recommendations on the concerns of children and
youth in the State, many of which deserve the fullest consideration by Maryland
