1990 EXECUTIVE ORDERS
NOW, THEREFORE, I, MARVIN MANDEL, GOVERNOR OF THE STATE
OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME
BY ARTICLE II, SECTION 24, OF THE CONSTITUTION OF
MARYLAND, HEREBY PROMULGATE THE FOLLOWING ORDER
EFFECTIVE IMMEDIATELY:
1. There is established in the Department of Employment and Social Services
of the State Government a Commission on Jobs for Veterans.
2. The Commission shall be composed of no less than 25 members. The
Secretary of State of Maryland, the Secretary of Employment and Social Services,
the Secretary of Personnel, the Chairman of the Maryland Veterans' Commission,
and a representative of the United States Veterans' Administration designated
from time to time by the federal supervisor of Maryland Veteran Affairs, shall be
members ex officio. All of the remaining members shall be appointed by the
Governor. Nine of the appointed members shall represent the following
organizations: the Maryland Chapter of the American Legion; the Veterans of
Foreign Wars: the Disabled American Veterans; the Fleet Reserve Association; the
World War I Veterans: the Marine Corps League; the Maryland Department of
American Veterans of World War II, Korea and Vietnam; the Jewish War
Veterans; and the Catholic War Veterans; and each of said veterans' organizations
shall recommend to the Governor one of its members, who should be the highest
official in Maryland of the organization, to be appointed as the representative of
the organization. The remaining appointed members shall be representatives of
business, labor, the General Assembly of Maryland, and the General Public.
3. The Governor shall from time to time designate one of the members of the
Commission as Chairman and one as Co-Chairman.
4. The term of each of the appointed members of the Commission shall be for
one year. A member of the Commission shall remain in office beyond the
expiration of his term until his successor is appointed. Members may be
reappointed for additional one year terms. In the event of a vacancy prior to the
expiration of a term, the Governor may appoint any person to serve for the
balance of the unexpired term.
5. Wherever practicable, the Commission shall cooperate with and assist the
Department of Employment and Social Services in matters directly relating to the
obtaining of satisfactory employment for veterans.
6. The Department of Employment and Social Services shall provide the
necessary staff, offices, equipment and materials for the efficient operation of the
Commission.
7. The Commission shall, after due consideration of the current job market,
make such recommendations as are necessary to achieve the greatest possible
employment of veterans in this State without regard to race, sex, religion, or ethnic
origin. The Commission shall make a special effort to obtain employment for
Vietnam veterans.
8. The Commission shall investigate various means of expanding existing
education and job training programs for veterans, shall formulate plans to achieve
the maximum involvement of veterans in the Maryland economy, shall solicit the
endorsement and participation of private businesses, as well as local, State and
Federal Government, in a program of priority hiring of veterans, and shall
promote a greater public awareness of the need to hire veterans.
