Fiscal Planning shall include such contract on its agenda for the Board of
Public Works' meeting, to be submitted for the Board's approval in accordance
with Article 41, Section 207(f) of the Annotated Code of Maryland.

EXECUTIVE ORDER OF OCTOBER 4, 1971
HEALTH INSURANCE

WHEREAS, The administration of the Health Insurance Program for State
Employees is a function which has been performed by the State Treasurer; and

WHEREAS, The administration of a Health Insurance Program for State
Employees is an appropriate function to be performed by the Department of
Personnel;

NOW, THEREFORE, I, MARVIN MANDEL, Governor of the State of
Maryland, by virtue of the authority vested in me by Article II, Section 24, of
the Constitution of Maryland, and by Article 41, Section 15C, of the Annotated
Code of Maryland, hereby promulgate the following Order effective
immediately:

1.  Responsibility for the administration of the Health Insurance Program for
State Employees is hereby transferred from the office of the State Treasurer to
the Department of Personnel.

2.  The appropriation of funds in support of the Health Insurance Program for
State Employees for the fiscal year 1972 shall be transferred from the State
Treasurer to the Department of Personnel by approved budget amendment.

EXECUTIVE ORDER OF OCTOBER 29, 1971
JOBS FOR VETERANS

WHEREAS, Maryland's Veterans have, in response to their Country's summons,
made numerous personal sacrifices; and

WHEREAS, It is only right and just that these men who have risked their lives
should not have to face a lifetime of economic deprivation as a result of their
military service; and                                                                                         

WHEREAS, These economically disadvantaged veterans can be significantly aided
in their search for employment by a commission composed of veterans who
have themselves experienced the financial and social dislocations that often
follow active military service; and

WHEREAS, A commission composed of veterans and concerned citizens would
have ready access to numerous sources of employment, and could privately as
well as officially operate to expand the job opportunities available for veterans;
