9.    The Commission shall continue in existence for so long as there is a need to
direct a special effort toward employment of veterans.

10.    The Commission shall regularly and in writing inform the Governor and
the Secretary of Employment and Social Services of its plans and progress, and
shall make recommendations directly to the Secretary of Employment and Social
Services.

EXECUTIVE ORDER OF DECEMBER 27, 1971
COMMISSION ON NEGRO HISTORY

WHEREAS, By Article II, Section 24 of the Constitution of Maryland, the
Governor may make changes in the organization of the Executive Branch of the
State Government, including the reallocation or reassignment of functions,
powers and duties among the departments, offices, agencies and
instrumentalities of the Executive Branch; and

WHEREAS, Chapter 435 of the Acts of 1969 established a Commission on Negro
History and Culture and Chapter 129 of the Acts of 1970 extended the life of
the Commission to the end of the 1971 Session of the Maryland General
Assembly, which has ended; and

WHEREAS, Chapter 672 of the Acts of 1971 created the Commission on Negro
History and Culture to be a part of the Executive Branch, but without
assignment to any particular agency thereof; and

WHEREAS, By Executive Order dated May 28, 1971, the said Commission on
Negro History and Culture was assigned to the Department of Economic and
Community Development; and

WHEREAS, In order to better achieve the purposes for which the Commission
was formed, it is desirable that the Commission be assigned to Morgan State
College;

NOW, THEREFORE, I, MARVIN MANDEL, GOVERNOR OF
MARYLAND, PURSUANT TO ARTICLE II, SECTION 24, OF THE
CONSTITUTION OF MARYLAND, HEREBY PROMULGATE THE
FOLLOWING ORDER EFFECTIVE IMMEDIATELY;

The Commission on Negro History and Culture, as established by Chapter 672
of the Acts of 1971, is hereby reassigned from the Department of Economic and
Community Development to Morgan State College. The said Commission shall
work with the President and staff of Morgan State College, and shall, in addition
to its other duties and functions, report to the President of Morgan State College.
