CHAPTER 86
(Senate Bill 570)

AN ACT to repeal and re-enact, with amendments, Section 26-3(a) of Article 33
of the Annotated Code of Maryland (1971 Replacement Volume and 1972
Supplement), title "Election Code," subtitle "Fair Election Practices," to
provide for the time of filing appointment of treasurer and appointing
replacement in case of resignation of candidate's treasurer.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 26-3(a) of Article 33 of the Annotated Code of
Maryland (1971 Replacement Volume and 1972 Supplement), title "Election
Code," subtitle "Fair Election Practices," be and it is hereby repealed and
re-enacted, with amendments, to read as follows:

26-3.

(a)(l) Each candidate for nomination for, or election to, public or party office,
upon or before, and as a condition precedent to qualifying as such candidate, shall
appoint one campaign treasurer and shall file the name and address of the
campaign treasurer with the board or with the State Administrative Board of
Election Laws as provided in subsection (c) of this section. Every treasurer so
appointed shall accept such appointment, in writing, prior to filing thereof. The
board or the State Administrative Board of Election Laws shall not accept any
certificate of candidacy, EITHER FINALLY OR CONDITIONALLY, unless the
name of the treasurer has PREVIOUSLY been filed with it as provided in this
subsection.

(2) A TREASURER WHO RESIGNS SHALL DO SO IN A WRITING
SIGNED BY HIM, FILED WITH THE BOARD OR WITH THE STATE
ADMINISTRATIVE BOARD OF ELECTION LAWS WHERE THE
ORIGINAL APPOINTMENT WAS FILED. THE CANDIDATE
FORTHWITH SHALL APPOINT AND FILE A NEW TREASURER IN
ACCORDANCE WITH THIS SECTION.

[(2)] (3) No member of the State Administrative Board of Election Laws,
member of any board, or any permanent, part-time, or temporary employee of
either shall be a treasurer, subtreasurer, or political agent of any candidate,
combination of candidates, or political committee during any part of his tenure in
office or employment.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

AN ACT to repeal and re-enact, with amendments, Section 232(3) of Article 81 of
the Annotated Code of Maryland (1969 Replacement Volume), title "Revenue
and Taxes," subtitle "State Department of Assessments and Taxation," and to
add new Section 232(15) to said Article, title and subtitle of the Code (1969
Replacement Volume and 1972 Supplement), to follow immediately after
