MANAGEMENT OF RENTAL HOUSING STRUCTURES AND SUCH
RELATED FACILITIES AS DINING HALLS, COMMUNITY ROOMS,
INFIRMARIES, AND OTHER ESSENTIAL SERVICE FACILITIES
CONSTRUCTED (SUBSTANTIALLY COMPLETED OR SUBSTANTIALLY
REHABILITATED) AFTER JULY 1, 1973, IF A PORTION OF THE COST
WAS FINANCED UNDER A GOVERNMENTAL PROGRAM PROVIDING
HOUSING FOR LOW INCOME FAMILIES AND IF THE STRUCTURES
AND FACILITIES YIELD REVENUES CONTROLLED UNDER THE
PROGRAM SO AS NOT TO PRODUCE ANY NET INCOME AND ARE
OPERATED ON A NONPROFIT BASIS, MAY BE SUBJECT TO
EXEMPTION WITH THE APPROVAL OF THE POLITICAL
SUBDIVISION IN WHICH THE PROPERTY IS LOCATED UPON THE
ENTRY OF THE EXECUTIVE BODY OF THE SUBDIVISION AND THE
INSTITUTION, ORGANIZATION, OR CORPORATION INTO AN
AGREEMENT FOR THE PAYMENT OF A NEGOTIATED SUM OR SUMS
IN LIEU OF ALL STATE AND LOCAL TAXES UPON THE PROPERTY.
THE AGREEMENT MAY INCLUDE THE ABATEMENT OR REDUCTION
OF ANY PREVIOUS TAXES LEVIED AGAINST THE PROPERTY. THE
PAYMENT SHALL BE DIVIDED BETWEEN THE STATE AND THE
SUBDIVISION IN ACCORDANCE WITH THE RATIO WHICH THE RATE
OF TAX LEVIED BY THE STATE BEARS TO THE RATE OF TAX
LEVIED BY THE SUBDIVISION.
SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

(Senate Bill 1045)
AN ACT to repeal and re-enact, with amendments, Section 263(d) of Article 66C
of the Annotated Code of Maryland (1970 Replacement Volume), title "Natural
Resources," subtitle "Fish and Fisheries," subheading "Part 2. Tidal Waters,"
providing for the use of a depth recorder by sport fishermen [[in non-tidal
waters of the State]] to detect the presence of finfish.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 263(d) of Article 66C of the Annotated Code of
Maryland (1970 Replacement Volume), title "Natural Resources," subtitle "Fish
and Fisheries," subheading "Part 2. Tidal Waters," be and it is hereby repealed
and re-enacted, with amendments, to read as follows:
263.
(d) It shall be unlawful to use or attempt to use any electronic device on any
boat in the waters of this State or on any aircraft within the boundaries of this
State, or use or attempt to use any aircraft, in detecting the presence of finfish for
any purpose, EXCEPT THAT SPORT FISHERMEN MAY USE DEPTH
FINDERS FROM BOATS [[IN NON-TIDAL WATERS]] TO DETECT THE
PRESENCE OF FINFISH; and it shall be unlawful to use or attempt to use any
device whereby finfish might be lured by electrical impulses. Provided, however,
nothing herein contained shall prohibit the use of such equipment for scientific
research, law enforcement or other use by the Department of Tidewater Fisheries,
