(h) [Issue] Adoption of regulations not inconsistent with federal
law governing safety equipment and operations.

(i) [Establish] Establishment in cooperation with local govern-
ments and federal authority regulations for special events or to
meet emergency situations.

(j) Issuance of certificates of number to owners of fleets or boats
for hire or rent. [Such certificates of number shall be issued for not
more than one year and shall expire on December 31 of the year in
which issued. The annual fee for such a certificate of number shall
be $2.00.]

The Department [of Tidewater Fisheries] shall have the power to
designate and mark channels in [those tidal waters of Maryland
not under the control of the federal government or any of its ad-
ministrative agencies, and the Department of Game and Inland Fish
shall have the power to designate and mark channels in] the [non-
tidal] waters of Maryland.

Sec. 3. And be it further enacted, That new Section 3 of Article
66C of the Annotated Code of Maryland (1970 Replacement Volume),
title "Natural Resources," subtitle "In General," subheading "De-
partment of Natural Resources," be and is hereby enacted, and that
Sections 7, 8, 9, 10, 13H, 13-I, 13J, and 13K of the same Article
66C, title "Natural Resources," subtitle "In General," subheading
"Department of Chesapeake Bay Affairs," be and are hereby re-
pealed, and that Sections 6 (b) and 12 of the same Article 66C,
title "Natural Resources," subtitle "In General," subheading "De-
partment of Chesapeake Bay Affairs," be and are hereby repealed
and re-enacted, with amendments to be under the same title and
subtitle but under the new subheading "Chesapeake Bay and Coastal
Zone," and that Section 14 of the same Article 66C, title "Natural
Resources," subtitle "In General," subheading "Department of Game
and Inland Fish," be and is hereby repealed, and that Section 21
of the same Article 66C, title "Natural Resources," subtitle "In
General," subheading "Natural Resources. Institute," be and is
hereby repealed and re-enacted, with amendments, and that Section
112B of Article 66C of the Annotated Code of Maryland (1970
Replacement Volume and 1971 Supplement), title "Natural Re-
sources," subtitle "Birds, Game and Fish," subheading "Fish and
Wildlife Administration," be and is hereby repealed, and that
Sections 113 and 114 of the same Article 66C, title "Natural
Resources," subtitle "Birds, Game and Fish," subheading "Depart-
ment of Game and Inland Fish," be and are hereby repealed, and
that Section 112A of the same Article 66C, title "Natural Resources,"
subtitle "Birds, Game and Fish," subheading "Fish and Wildlife
Administration," be and is repealed and re-enacted, with amend-
ments, and that Section 129 (a) of the same Article 66C, title
"Natural Resources," subtitle "Birds, Game and Fish," subheading
"Hunter's License," be and is repealed and re-enacted, with amend-
ments, and that Sections 343A, 344 and 346 (b) of Article 66C of
the Annotated Code of Maryland (1970 Replacement Volume), title
"Natural Resources," subtitle "Forests and Parks," subheading
"In General," be and are hereby repealed, and that Sections 343 and
344A of the same Article 66C, title "Natural Resources," subtitle
