[(c) For the purpose of establishing, amending, or rescinding the
regulations of the Department of Tidewater Fisheries, the chairmen
of both the Senate of Maryland and House of Delegates committees
on the Chesapeake Bay and tributaries may sit in meetings in an
advisory capacity with members of the Tidewater Fisheries
Commission.]
[(d)] (b) Such rules and regulations of the departments as are
authorized by this article shall not become effective unless they
have been publicly advertised in at least two daily newspapers of
general circulation and one or more weekly newspaper serving the
area or areas involved at least forty-five days before the date on
which they become effective. When any fifty (50) citizens of the
State shall file a petition with the department not less than fifteen
days before the date any rules or regulations become effective, the
respective department shall conduct a public hearing on the proposed
rules and regulations.
[(e)] (c) No municipality, or other local authority, shall estab-
lish any regulations of a local nature not in conformity with State
regulations authorized herein.
[(f)] (d) On any proposed regulations affecting the equipment
and/or operation of any vessel subject to this article, [each] the
department shall SECRETARY OF NATURAL RESOURCES
MUST solicit the advice and opinions of the officials of representa-
tive boating associations, yacht clubs, and from local, State or fed-
eral officials or agencies having knowledge or experience with the
subject of the proposed regulations, which shall have representation
through an advisory committee to be appointed by the ([Department
of Tidewater Fisheries and the Game and Inland Fish Commission]
Secretary of Natural Resources.

The Department [of Chesapeake Bay Affairs and the Department
of Game and Inland Fish jointly] shall provide regulations [for
their respective jurisdiction] to govern the following:
(a) Kinds of numbers to be used and how to be displayed on
boats; the numbering to conform to the federal numbering system.
(b) Issuance of certificates of title and certificates of boat number.
(c) Instructions for making reports and handling of personnel
and boats in cases of accidents.
(d) Providing for abandonment, destruction, sale, or transfer of
ownership.
(e) Change of address of owner.
(f) Use of boats from other jurisdictions on Maryland waters.
(g) Issuance of certificates of number for boats using Maryland
waters for more than ninety (90) cumulative days within any calen-
dar year. Provided, however, that for the purposes of this subsection
where such a vessel is in Maryland between November 1 and April 1
solely for the purpose of wet or dry storage and/or repairs, the
length of time that such vessel is in Maryland for such purposes
shall not be counted for determining the length of time such vessel
is in Maryland.
