tary may transfer from any department or agency within his juris-
diction to any other department or agency within his jurisdiction
any function or activity, together with the staff, funds, and equip-
ment associated therewith, for the purpose of increasing the effi-
ciency and economy of natural resources administration in the
State. Whenever, in the Secretary's judgment, such transfers of
functions or activities render the name of any of the departments,
agencies, commissions, boards, or committees enumerated in Sec-
tion 233 (a) of this article misleading or inadequate, he may, with
approval of the Governor, assign a new name or names to the unit
or units affected; when he has done so, the Secretary shall cause
to be submitted to the next ensuing session of the General Assembly
a legislative proposal for appropriate amendment of Section 233 (a)
of Article 66C of this Code.

(d) The Secretary of Natural Resources may in his discretion
exercise or perform any power, duty, responsibility or function
which any of the following administrations, bureaus, commissions,
departments and other agencies are authorized to exercise or per-
form: The Bureau of Mines, [the Department of Chesapeake Bay
Affairs, the Fish and Wildlife Administration, the Department of
Forests and Parks,] the Maryland Geological Survey, [and the De-
partment of Water Resources.] the Fisheries Administration, the
Wildlife Administration, the Natural Resources Police Force, the
Forest Service, the Park Service, the Water Resources Administra-
tion, the Maryland Environmental Service, the Power Plant Siting
Program, or their successor agencies.
Sec. 2. And be it further enacted, That Sections 1, 2, 3, 4, 7, 8,
10, and 12A of Article 14B of the Annotated Code of Maryland (1968
Replacement Volume), title "State Boat Act," be and are hereby
repealed and re-enacted, with amendments, all to read as follows:

As used in this article, unless the context clearly requires a differ-
ent meaning:
(a) "Vessel" means every description of watercraft, other than
a seaplane used or capable of being used as a means of transporta-
tion on water or on ice, it being the intent that ice boats shall be
regarded as watercraft for the purposes of this article;
(b) "Motorboat" means any vessel equipped with propelling
machinery, whether or not such machinery is the principal source
of propulsion;
(c) "Waters of Maryland" means all waters within the jurisdic-
tion of this State, the marginal sea adjacent to this State, and the
high seas when navigated as a part of a ride or journey to or from
the shore of this State;
(d) "Operate" means to navigate or otherwise use a vessel;
(e) "Owner" means a person, other than a lien holder, having the
property in or title to a vessel. The term includes a person entitled
to the use or possession of a vessel subject to an interest in another
person, reserved or created by agreement and securing payment
