mercial Fisheries Advisory Commission, Sport Fisheries Advisory
Commission, Wildlife Advisory Commission, Forest Advisory Com-
mission, Parks Advisory Commission, Water Resources Advisory
Commission, and Chesapeake Bay and Coastal Zone Advisory Com-
mission. Each advisory commission shall have five members ap-
pointed by the Governor, with advice of the Secretary, to serve at
the pleasure of the Governor; members shall be knowledgeable
persons in the area of interest of the advisory commission to which
they are appointed. Each advisory commission shall have the duty
to advise the Secretary or the administrator of the appropriate
member agency of the Department pursuant to regulations adopted
by the Secretary. Members shall receive compensation as provided
in the annual budget of the Department, and shall be reimbursed
for necessary expenses incurred in performance of duties performed
pursuant to regulations adopted, by the Secretary. Members of each
advisory commission shall elect a chairman annually and may
adopt procedures for conduct of meetings. Notwithstanding any
other provision of this section, members of the Commission on
Chesapeake Bay Affairs, the Fish and Wildlife Commission, the
Commission of Forests and Parks, and the Water Resources Com-
mission as of June 30, 1972, shall be entitled to serve the unexpired
remainder of their terms as members of one of the advisory com-
missions hereby created. In addition to such advisory boards as
are or may be established by law, the Secretary of Natural Re-
sources may, with approval of the Governor, create advisory units
of such size and tenure as he deems appropriate. If any provisions
of this subtitle, as they affect the Maryland membership units of
interstate agencies, are inconsistent with any interstate compact
to which Maryland is a party, [then] the provisions of this subtitle
shall not be applicable to such units to the extent of the inconsistency.

[(c) Heads of departments and administrative agencies within
the jurisdiction of the Department of Natural Resources may be
removed by the Governor, upon recommendation of the Secretary,
for failure to comply with lawful written directives of the Secretary
of Natural Resources or for willful or repeated disregard of policies
enunciated by the Secretary. In addition to removal by the Governor,
the heads of such departments or agencies may be removed as pro-
vided in Article 64A of the Annotated Code of Maryland. The ap-
pointment or removal of other personnel by any department or
other agency within the jurisdiction of the Department of Natural
Resources shall be subject to the approval of the Secretary; how-
ever the Secretary is authorized to delegate this power of approval
to the heads of the departments or other agencies within the De-
partment of Natural Resources.]
[(d)] (c) The Secretary shall have the right and authority to
transfer any function or activity [common to two or more] of the
[departments and] agencies within the jurisdiction of the Depart-
ment of Natural Resources, together with the staff, funds and equip-
ment associated with that function or activity, to the office of the
Secretary. Such staff as may be transferred to the office of the
Secretary may be moved by order of the Secretary to another loca-
tion as may be deemed necessary for the proper and efficient func-
tioning of the office of Secretary of Natural Resources. The Secre-
