and are hereby repealed and re-enacted, and Section 234 (c) of the
same Article 41, title "Governor—Executive and Administrative De-
partments," subtitle "The Department of Natural Resources," be
and is hereby repealed, all to read as follows:
232.
(b) The Secretary of Natural Resources shall serve at the pleasure
of the Governor. He shall be directly responsible to the Governor and
shall counsel and advise him on all matters assigned to the Depart-
ment of Natural Resources. The Secretary shall be responsible for
carrying out the Governor's policies in the areas of natural resources
research and development, management and administration. The
Secretary shall receive such salary and have such assistants, em-
ployees and professional consultants as provided in the State budget.
All assistant secretaries and professional consultants shall be ap-
pointed by and serve at the pleasure of the Secretary. All other em-
ployees shall, unless otherwise provided by law, be appointed and
removed by the Secretary in accordance with the provisions of
Article 64A of this Code. The Secretary is authorized to delegate
his authority to appoint or remove personnel of member agencies
of the Department to the administrators of those agencies.
233.
(a) The following departments, agencies, commissions, boards,
and committees shall be included within the Department of Natural
Resources: the [Department of Chesapeake Bay Affairs, the Com-
mission on Chesapeake Bay Affairs, the Fish and Wildlife Admin-
istration, the Fish and Wildlife Commission, the Department of
Forests and Parks, the Commission of Forests and Parks,] Fisheries
Administration, the Wildlife Administration, the Natural Resources
Police Force, the Forest Service, the Park Service, the Water Re-
sources Administration, THE MARYLAND ENVIRONMENTAL
SERVICE, THE POWER PLANT SITING PROGRAM, the Mary-
land Geological Survey, the Maryland Geological Survey Commis-
sion, the Bureau of Mines, the Mine Examining Board, the Mary-
land Commission on Mining Laws, Land Reclamation Advisory
Committee, [the Department of Water Resources, the Water Re-
sources Commission,] the Maryland State Board of Well Drillers,
the Scenic River' Review Board, [the Maryland membership unit of
the Interstate Oil Compact Commission,'] the Upper Potomac River
Commission, [the Governor's Patuxent River Watershed Advisory
Committee,] the Maryland Environmental Trust, the Maryland
membership units of the Interstate Commission on the Potomac
River Basin, [the Maryland membership unit of the Interstate Ad-
visory Committee on the Susquehanna River Basin, the Maryland
membership unit of] the Susquehanna River Basin Commission,
([the Maryland membership unit of] the Atlantic States Marine
Fisheries Commission, [the Maryland membership unit of] the
Potomac River Fisheries Commission, [the Scenic River Review
Board, the Water Sciences Advisory Board,] the Interstate Oil Com-
pact Commission, and such other departments, agencies, commis-
sions, boards, committees, councils or units as may hereafter by
law be declared to be part of the Department of Natural Resources.
In addition to the commissions previously enumerated in this sec-
tion, the following advisory commissions are hereby created: Com-
