title "Water Resources," subtitle "Miscellaneous Provisions," and
to repeal Sections 75 and 76 of Article 96A of the Annotated Code
of Maryland (1971 Supplement), title "Water Resources," subtitle
"Comprehensive Water Pollution Control Program," and to repeal
and re-enact, with amendments, Sections 77, 78, and 79 of Article
96A of the Annotated Code of Maryland (1971 Supplement),
title "Water Resources," subtitle "Comprehensive Water Pollution
Control Program," and to repeal and re-enact, with amendments,
Sections 89 (b) and 91 of Article 96A of the Annotated Code of
Maryland (1971 Supplement), title "Water Resources," subtitle
"Maryland Potomac Water Authority," to specify employment
status of certain Department of Natural Resources personnel and
professional consultants; to revise the list of agencies and other
governmental units included within the Department; to empower
the Secretary to create advisory units in addition to those estab-
lished by law; to authorize the Secretary to assign new names
to member agencies of the Department when the need arises; to
revise the list of member agencies whose duties, powers, responsi-
bilities, or functions may be exercised by the Secretary; to assign
sole responsibility for administration of the State Boat Act to
the Department of Natural Resources; to define or re-define
certain words and terms relating to the Department or its member
agencies; to abolish the Departments of Chesapeake Bay Affairs
and Forests and Parks and the Fish and Wildlife Administration,
the positions of director thereof and the advisory commissions
thereto, vesting all responsibilities, functions and responsibilities
now assigned to those agencies, persons, and commissions in
the Department or Secretary of Natural Resources or in the
Fisheries Administration, the Wildlife Administration, the Forest
Service, or the Park Service, or in the advisory commissions
required to be provided those administrations or services by
gubernatorial appointment, or in the commission which will advise
the Secretary on matters relating to Chesapeake Bay and coastal
zone management; to remove a provision prohibiting the perform-
ance of certain forest extension work by the Department; to
provide for appointment of the State Forester and the Super-
intendent of State Parks by the Secretary; to re-name the
Department of Water Resources as the Water Resources Admin-
istration; to vest in the Department of Natural Resources the
responsibilities, powers, and duties provided for in Article 96A of
this code, title "Water Resources," and to provide for delegation
by the Secretary of certain of those powers and duties to a
Director of the Water Resources Administration appointed by the
Secretary and serving at his pleasure; to abolish the Water
Resources Commission; and relating generally to the organization,
functions, responsibilities, powers, and duties of the Department
of Natural Resources and its member agencies.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 232 (b) 233 (a), 234 (d), and 235 (d) of Article 41
of the Annotated Code of Maryland (1971 Replacement Volume),
