or hereafter assigned to it, prescribe their duties and fix their com-
pensation, and the salaries of such employees shall be payable out
of such funds as are now or may hereafter be appropriated to said
Board for the general purposes thereof or for specific purposes, as
designated from time to time. The executive officers and heads of de-
partments shall be appointed by a majority of the whole Board,
and shall not be removed from office except by a majority vote of the
whole Board, when in their judgment the good of the work demands.
The Board may also delegate the power to employ and discharge em-
ployees to executive officers or heads of departments. The Board shall
establish an office or offices for the transaction of its business at such
place or places as to it shall seem most expedient, and is empowered to
do any and all things necessary or proper for the performance of
its duties. The Board shall at all times maintain one vice-presi-
dency whose incumbent shall have the primary duty of coordinating
the College of Agriculture, Experiment Station, the extension service
and the service and control programs of the University of Maryland
and who shall serve ex officio as a member of the Maryland Agricul-
tural Commission. There shall be a standing committee on agricul-
tural activities; the membership of this committee shall consist of
the three Board members appointed from the lists submitted by
the Maryland Agricultural Commission, two of whom shall be nom-
inated at the expiration of the terms of those members appointed to
represent the Grange and the Farm Bureau on the board of regents—
State Board of Agriculture; the committee members shall be ex officio
members of the Maryland Agricultural Commission, for such period
of time as they are still serving as members of the board of regents—
State Board of Agriculture. The entire State Board of Agriculture is
required to meet with the Maryland Agricultural Commission as often
as is deemed necessary but not less than once each year at one of
the said Commission's regular meetings.]

47A. Agricultural Commission.

(a)    Legislative intent.—It is the intent of the General Assembly
in the enactment of this section to provide for Maryland agriculture
a broadened representation in policy determinations with regard to
agricultural matters in the State.

(b)    Creation of Commission; duty.—For this purpose there is
created within the Department of Agriculture the Maryland Agricul-
tural Commission, which has the duty of formulating and making
proposals for the advancement of Maryland agriculture by serving as
an advisory body to the [State Board] Secretary of Agriculture on
matters pertaining to agriculture. MEMBERS OF THE COMMIS-
SION APPOINTED BEFORE JANUARY 1, 1973 SHALL CON-
TINUE TO SERVE UNTIL THE EXPIRATION OF THEIR
TERMS.

(c)    Composition of Commission; appointment and terms of
members.—The Commission shall consist of [not more than nineteen]
seventeen persons, [fifteen] sixteen of whom shall be appointed by
the Governor for terms of three years as follows: (1) two from
a list of not less than four nominees representing the dairy seg-
ment; (2) two from a list of not less than four nominees represent-
ing the poultry segment; (3) one from a list of not less than two
nominees representing the livestock segment; (4) one from a list
of not less than two nominees representing the tobacco segment;
