fee in any one calendar year. Said fees shall constitute a fund for the
payment of the cost of the inspections, sampling, analysis and other
expenses incident to putting into effect the provisions of this subtitle.

157. Duties and authority of State Board of Agriculture.

[(c) To provide, when deemed urgent and necessary for the
prompt performance of the duties specified in this section, and if the
State Board of Agriculture is not then in session, the order may be
established, maintained and enforced by the following officials of the
University of Maryland, or a majority of them: (1) The chairman of
the State Board of Agriculture or any other member of the Board he
may designate sitting as the State Board of Agriculture; (2) the
executive officer of the State Board of Agriculture, who is the presi-
dent of the University; (3) the dean of agriculture; (4) the head of
the agronomy department; (5) the person in charge of the seed lab-
"Agriculture," subheading "In General," and Section 415 of said arti-
cle and title, subtitle "Livestock," subheading "State Board of Agri-

Sec. 5. Be it further enacted, That Sections 47A and 54 of Article
66C of the Annotated Code of Maryland (1970 Replacement Volume
and 1971 Supplement), title "Natural Resources," subtitle "Agricul-
ture," subheading "In General"; Sections 61, 62 and 63 of said article,
title, and subtitle, subheading "Agriculture Fair Associations"; Sec-
tion 64 of said article, title, and subtitle, subheading "Drainage";
Sections 72, 73, 74, 75, 76, 78, 79, 80 and 82 of said article, title and
subtitle, subheading "Fruits and Vegetables"; Section 91 (a) of said
article, title, and subtitle, subheading "Soil Conservation Districts,"
be and they are hereby repealed and re-enacted, with amendments;
and that Sections 46, 47, 52 and 53 of said article and title, subtitle
"Agriculture," subheading "In General," and Section 415 of said arti-
cle and title, subtitle "Livestock," subheading "State Board of Agri-
culture" be and they are hereby repealed, all to read as follows:

AGRICULTURE
IN GENERAL
[46. Board of Regents acts as State Board.

The Board of Regents of the University of Maryland shall act as the
State Board of Agriculture.]

[47. Rules and bylaws; officers and employees; offices; vice-presi-
dency; committee on agricultural activities; meetings.

The State Board of Agriculture, immediately after its organization,
is empowered to make reasonable rules and bylaws not in conflict
with the Constitution and laws of this State for its regulation and
guidance, and repeal or amend the same as occasion may require. It
shall employ such executive officers, heads of departments, specialists,
clerks, inspectors and assistants of every kind as it may deem neces-
sary to carry out in a thorough manner all powers and duties now
