(5) one from a list of not less than two nominees representing the
nursery segment; (6) one from a list of not less than two nominees
representing the horticulture segment; (7) one from a list of not
less than two nominees representing the field crops segment; (8)
one from a list of not less than two nominees representing the vege-
table segment; (9) one from a list of not less than two nominees
of the veterinary profession; (10) one from a list of not less than
two nominees of the Maryland State Grange; (11) one from a list
of not less than two nominees of the Maryland Farm Bureau;
and (12) [two] three without nomination appointed at large from
services related to agriculture. No appointed person shall serve for
more than two consecutive terms provided that in the original ap-
pointment five members should be appointed for a one-year term,
five for a two-year term, and five SIX for a three-year term, so that
five new appointments may be made to the Commission each year.,
EXCEPT THAT SIX APPOINTMENTS SHALL BE MADE
EVERY THIRD YEAR. New appointees shall be made from nomi-
nees of the industry, profession or organization, the term of the mem-
ber representing which is expiring. The remaining [four] member [s]
of the Commission shall be ex officio [members as provided for under
Section 47 of this article] AND SHALL BE the principal adminis-
trative official for agricultural affairs at the University of Maryland,
as designated by the President of the University.
(d) Chairman, vice-chairman, secretary and other officers; meet-
ings; executive secretary; compensation.—The Commission may elect
from among its appointed members a chairman, vice-chairman, sec-
retary and such other officers as it may deem appropriate, which
officers shall have the duties and responsibilities usually incumbent
upon such officers. The Commission [is required to] shall meet
every month [in College Park, Maryland, or such other place in Mary-
land, not less than once each month, as the Commission may deter-
mine from time to time], unless by majority vote it decides to forego
a meeting. The Commission shall also meet at the call of the Secre-
tary of Agriculture. The Commission shall employ a full-time execu-
tive secretary whose minimum duties shall be: (1) to carry out the
work of the Commission; and (2) to assist the [State Board] Secre-
tary of Agriculture in the promotion of the agricultural industry.
The salary of the executive secretary shall be determined by the
Commission with the approval of the Secretary of Agriculture, and
such salary and the expenses of rent, stenographic and clerical help,
stationery, postage and miscellaneous office expenses necessary to the
work of the Commission and executive secretary shall be as provided
for in the [annual] State budget. The executive secretary shall
maintain an office in the City of Annapolis. The members of the
Commission shall receive no salary as members, but shall be reim-
bursed for reasonable expenses incurred in attending meetings and
other business of the Commission.
(e) Recommendations.—The [Advisory Board] Commission shall
submit its recommendations in writing, to the [State Board]
Secretary of Agriculture [, through its executive officer]. The [ex-
ecutive officer] Secretary shall notify the [Advisory Board] Com-
mission of the action of the [State Board of Agriculture] Secre-
tary on the recommendations.
[(f) Annual report.—The Board shall submit an annual report
to the Governor of its work and activities.]
