166H.

In addition to the accounting required by Section 166G of the
Article, the LaVale Volunteer Rescue Squad, Inc., for any year in
which special tax monies are levied, collected, received or requested,
shall submit an annual budget to the County Commissioners, on or
before the 15th day of March in each of such years. The LaVale
Volunteer Rescue Squad, Inc., shall also submit to the County Com-
missioners, no later than 60 days after the end of the fiscal year,
an accounting of all expenditures made during each fiscal year.

Sec. 2. And be it further enacted, That before any tax shall be
levied in Allegany County, under the provisions of this Act, the
question of such levy shall first be submitted to the qualified voters
of the contemplated volunteer rescue squad area and approved by
a majority of the qualified voters voting thereon. The election shall
take place within 60 days after the effective date of this Bill, as
stipulated in Section 3 herein, and the Board of Election Supervisors
of Allegany County are hereby authorized and empowered to deter-
mine the time, place or places, and manner for the submission of
any such question to the qualified voters and for voting thereon,
and for ascertaining the results. In connection with the election
there shall be printed on the ballot or voting machines to be used
at the election the title of this Act, and underneath the title on
separate lines a square or box to the right of and opposite with the
words "For Rescue Squad Tax" and a corresponding square or box
to the right of and opposite the words "Against Rescue Squad Tax"
so that the voters shall be able to designate by a cross-mark in the
proper square or box indicated by hand or voting machine, his or
her decision for or against the Rescue Squad tax. If a majority of
the votes cast in the area in the election shall be "For Rescue Squad
Tax" then this Act shall be effective on October 1, 1972, and the
tax shall be levied and paid over in accordance with the provisions
of this Act, but if a majority of votes cast shall be "Against Rescue
Squad Tax," then this Act shall be of no effect in the Election Dis-
tricts, and shall be null and void.

Sec. 3. And be it further enacted, That subject to the provisions
of Section 2 herein and for the sole purpose of authorizing and
providing for the referendum therein required, this Act shall take
effect on July 1, 1972.

tion, being Article 13 of the Code of Public Local Laws of Mary-
land), title "Harford County," subtitle "County Commissioners,"
subheading "Board of Parks and Recreation," authorizing the
Board of Parks and Recreation of Harford County to adopt rules
