sions relating to weigh masters and the licensing of weigh masters,
and relating generally to weights and measures and the sale of
products by weight or measure.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 1 through 4, 7 through 10, 12, 13, 15 through 24,
26 (a), 28, 32 through 36, 66 and 67 of Article 97 of the Annotated
Code of Maryland (1964 Replacement Volume and 1971 Supple-
ment), title "Weights and Measures," subtitles "Standard Weights
and Measures" and "Solid Fuel," be and they are hereby repealed
and re-enacted, with amendments; that Sections 29 and 31 of said
article and title, subtitle "Standard Weights and Measures," be and
they are hereby repealed; and that new Sections 31 and 31A be and
they are hereby added to said article, title, and subtitle, to follow
immediately after Section 30 thereof, and all to read as follows:
1. State Primary Standards; [What] what constitutes; custody;
use.
[The weights and measures received from the United States under
joint resolutions of Congress approved June 14, 1836, and July 27,
1866, and/or such weights and measures in conformity therewith
as shall be supplied by the State shall, when the same shall have
been certified by the National Bureau of Standards, be the State]
Such weights and measures in conformity with the standards of the
United States as have been supplied to the State by the Federal
Government or otherwise obtained by the State for use as primary
standards shall, when the same shall have been approved as being
satisfactory for use as such by the National Bureau of Standards,
be the State primary standards of weight and measure. The State
primary standards shall be kept in a safe and suitable place in the
[office of the State Superintendent] laboratory of the State Office
of Weights and Measures, they shall not be removed from the said
[office] laboratory except for repairs or for [certification] calibra-
tion [, and they shall be submitted at least once in ten years to the
National Bureau of Standards for certification. The State standards
shall be used only in verifying the office standards and for scientific
purposes.] and approval. The traceability of the State primary
standards to the United States prototype standards kept by the
National Bureau of Standards shall be verified from time to time
and not less frequently than once in ten years. The state primary
standards will be used to calibrate and verify the accuracy of all
secondary standards which, from time to time, may be obtained by
a city, town, or county for the enforcement of this subtitle. The
state primary standards and laboratory facilities may be made avail-
able to other interested persons and the Superintendent may promul-
gate regulations establishing procedures and reasonable fees for
such service.
2. [Office and working standards and equipment.] Secondary
standards and equipment.
[In addition to the State standards provided for in Section 1,
there shall be supplied by the State at least one complete set of
copies of these, to be kept in the office of the State Superintendent
of Weights and Measures and to be known as "office standards,"
and also such other weights and measures, to be known as "working
