finds that the person has engaged or is engaging in any act of OR
practice prohibited under this subtitle, the Commissioner shall order
the person to cease and desist from the acts or practices.

(b)   The cease and desist order shall comply with Section 254
of Article 41 of this Code. The order shall become final upon ex-
piration of the time allowed for appeals from the Commissioner's
orders pursuant to Sections 255 and 256 of Article 41 if no appeal
is taken; or, in the event of an appeal, the order shall become final
upon final decision of the court if the court affirms the Commis-
sioner's order or dismisses the appeal.

(c)  For the purposes of this section, orders issued shall not apply
to "banking institutions" as defined in Section 63 of Article 11 of
this Code, or to building, savings and loan or homestead associations.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

CHAPTER 235
(Senate Bill 733)

AN ACT to repeal and re-enact, with amendments, Sections 1
through 4, 7 through 10, 12, 13, 15 through 24, 26 (a), 28, 32
through 36, 66 and 67 of Article 97 of the Annotated Code of
Maryland (1964 Replacement Volume and 1971 Supplement), title
"Weights and Measures," subtitles "Standard Weights and Meas-
ures" and "Solid Fuel"; to repeal Sections 29 and 31 of said
article and title, subtitle "Standard Weights and Measures," and
to add new Sections 31 and 31A to said article, title and subtitle,
providing for State primary and secondary standards and for a
system of weights and measures and for their determination,
amending the duties and powers of the Superintendent of Weights
and Measures, changing the requirement of a sealer of weights
and measures in cities, towns, and counties, changing the re-
quirement relating to the sale of liquids and non-liquids, pro-
viding requirements for the sale of commodities in package form,
providing requirements relating to the advertising of commodities
in package form, eliminating exceptions to the definition of the
word "weight" in sales by weight, providing requirements for
fractional units of weights, measures, and counts, providing
requirements relating to the sale of meat, meat products, poultry
and certain seafood, furnace and stove oil, and to the packaging
of cottage cheese, sour cream, yogurt, and hominy grits, provid-
ing requirements relating to the delivery of commodities in bulk,
increasing the penalty for hindering or obstructing the Superin-
tendent or inspector of weights and measures, for impersonating
certain officers, and for certain other offenses prescribed in Section
34 of Article 97, defining "inspector," "sealer," "deputy sealer,"
"introduced into intrastate commerce," "commodity in bulk," and
"sale from bulk," imposing certain requirements on standards of
weights and measures used in Baltimore City, eliminating re-
quirements relating to deliveries of solid fuel, amending provi-
