placing such project under contract shall be fully effective as to
such project.

Sec. 4. And be it further enacted, That the provisions of Section
10 of Chapter 504 of the Acts of 1966 as said Chapter 504 was
amended by Chapter 324 of the Acts of 1968 and further amended

by Chapter 521 of the Acts of 1970, be and they are hereby waived

insofar as they impose a time limit for placing under contract the

following item contained in the General Construction Loan of

1966: Section 5 (H) (1) (c) of Chapter 504 and found on page

844 of the Laws of 1966, making available to the State Department

of Health, Headquarters, the sum of $76,000 contingent upon and
supplemental to Federal funds being made available for con-

struction of a State Branch Laboratory, as part of a new Mont-

gomery County Health Center, Rockville. There shall be allowed

an additional period of two years beginning on the effective date

of this Act for placing this project under contract. If this project

shall not have been placed under contract within a period of two
(2) years beginning on the effective date of this Act, then it

shall be determined to have been abandoned and the other provi-

sions of Section 10, Chapter 504 of the Acts of 1966, as said
Chapter 504 was amended by Chapter 324 of the Act
s of 1968 and

further amended by Chapter 521 of the Acts of 1970 shall be fully
effective as to this project.

10 OF CHAPTER 101 OF THE ACTS OF 1970 AND OF ANY
OTHER LAW IMPOSING A TIME FOR PLACING UNDER CON-
TRACT PROJECTS INCLUDED IN ITEM 17.01.00.01 OF SEC-
TION 1 OF CHAPTER 100 OF THE ACTS OF 1970, "BOARD
OF PUBLIC WORKS—CAPITAL APPROPRIATION," AS FOUND
ON PAGE 286 OF THE LAWS OF 1970, BE AND THEY ARE
HEREBY WAIVED INSOFAR AS THEY IMPOSE A TIME LIMIT
FOR PLACING UNDER CONTRACT THE FOLLOWING PROJ-
ECTS CONTAINED IN SAID ITEM: PROJECT NUMBER
59.08-11.23.05.02-71, WHICH APPEARS AND IS DESCRIBED
ON PAGE 933 OF THE MARYLAND STATE BUDGET FOR THE
FISCAL YEAR ENDING JUNE 30, 1971, UNDER "BOARD OF
PUBLIC WORKS—CAPITAL APPROPRIATION, STATE DE-
PARTMENT OF JUVENILE SERVICES: BOYS' FORESTRY
CAMPS, REPLACEMENT OF SEWERAGE SYSTEM—GREEN
RIDGE CAMP ..... $22,700"; AND PROJECT NUMBER 50.11-
11.23.05.02-71, WHICH APPEARS AND IS DESCRIBED ON
PAGE 932 OF THE MARYLAND STATE BUDGET FOR THE
FISCAL YEAR ENDING JUNE 30, 1971, UNDER "BOARD
OF PUBLIC WORKS—CAPITAL APPROPRIATION, DEPART-
MENT OF MENTAL HYGIENE, EQUIPMENT FOR SPEECH
AND HEARING CENTER ..... $11,000." THERE SHALL BE
ALLOWED AN ADDITIONAL PERIOD OF TWO (2) YEARS
BEGINNING ON THE EFFECTIVE DATE OF THIS ACT FOR
PLACING THESE PROJECTS UNDER CONTRACT. IF THESE
PROJECTS SHALL NOT HAVE BEEN PLACED UNDER CON-
TRACT WITHIN A PERIOD OF TWO (2) YEARS BEGINNING
ON THE EFFECTIVE DATE OF THIS ACT, THEN THEY
SHALL BE DETERMINED TO HAVE BEEN ABANDONED
AND THE OTHER PROVISIONS OF SECTION 10 OF CHAPTER
101 OF THE ACTS OF 1970 SHALL BE FULLY EFFECTIVE
AS TO THESE PROJECTS.
