$2,350,000 for the State Department of Health, Headquarters, to
supplement the appropriation "contingent upon and supplementary
to Federal funds being made available to the State Department
of Health for the construction of a new State Laboratory, Balti-
more". The aforementioned items are described by reference, but
each such reference shall be deemed to include the full descrip-
tion of the item as set forth in the respective sections of Chapter
101 of the Acts of 1970. There shall be allowed an additional period
of two years beginning on the effective date of this Act, for plac-
ing the aforementioned projects under contract. If said projects
or any of them shall not have been placed under contract within
a period of two years, beginning on the effective date of this
Act, then, as to any such project not so placed under contract, it
shall be deemed to have been abandoned, and the other provisions
of Section 10 of Chapter 101 of the Acts of 1970 shall be fully
effective as to such project.

Sec. 3. And be it further enacted, That the provisions of Section
10 of Chapter 101 of the Acts of 1970 and of any other law imposing
a time for placing under contract projects included in Item
17.01.00.01 of Section 1 of Chapter 100 of the Acts of 1970, "Board
of Public Works—Capital Appropriations" found on page 286 of
the Laws of 1970, said item designation number being subsequently
changed to 11-23.05.02.71 as further appearing and described in
the Maryland State Budget for the Fiscal Year ending June 30,
1971, under "Board of Public Works—Capital Appropriation, Pro-
gram and Performance", beginning on page 930 of said Budget, be
and they are hereby waived insofar as they impose a time for
placing the following projects, included in said item 17.01.00.01 of
Section 1 of Chapter 100 of the Acts of 1970, as further appearing
and described on pages 930 and 931 in the said Budget: (i) Board
of Public Works: $15,000 for planning and preparation of pre-
liminary plans and specifications to provide additional space for
the Hall of Records; (ii) Department of Forests and Parks, Gun-
powder River Valley State Park (Baltimore and Harford Coun-
ties): $54,000 for renovation of Niki NIKE site buildings and utilities
and $27,000 for installation of electrical system; (iii) Department
of Forests and Parks—Pocomoke State Forest (Wicomico County):
$55,000 for construction of a storage building; (iv) Department
of Forests and Parks—Seneca Creek State Park (Montgomery
County): $20,000 for initial beach development (1400 ft. x 400 ft.)
and $72,000 for design of water, sewer, and electric systems;
(v) Department of Mental Hygiene—Rosewood State Hospital:
$62,900 for Conversion of Esther Loring Richards and Finesinger
Buildings for mentally retarded children, construction, and $33,600
for said conversion, equipment; (vi) Patuxent Institution: $98,500
for Construction of a maintenance and service building, construc-
tion, and $1,500 for such Construction, site improvements; and (vii)
State Colleges—Morgan State College: $40,000 for construction of
Argonne Drive entrance road. There shall be allowed an additional
period of two years beginning on the effective date of this Act, for
placing the aforesaid projects under contract. If the said projects or
any of them shall not have been placed under contract within a period
of two years, beginning on the effective date of this Act, then, as to
any such project not so placed under contract, it shall be deemed to
have been abandoned, and the other provisions of Section 10 of Chap-
ter 101 of the Acts of 1970 or of other laws imposing a time limit for
