and service building; and State Colleges—Morgan State College,
$40,000 for construction of Argonne Drive entrance road; to

waive the provisions of Section 10 of Chapter 504 of the Acts

of 1966, as amended by Chapter 324 of the Acts of 1966 and as
further amended by Chapter 521 of the Acts of 1970; relating
to the time by which project
s contained in the General Construc-

tion Loan of 1966 must be placed under contract, insofar as the

provisions of said section relate to an item contained in said

Act for the State Department of Health, Headquarters, con-

tingent upon and supplementary to Federal funds being made

available for construction of a State Branch Laboratory, as part

of a new Montgomery County Health Center, Rockville; TO

WAIVE THE PROVISIONS OF SECTION 10 OF CHAPTER
101 OF THE ACTS OF 1970 AND OF OTHER LAWS RELAT-
ING TO THE TIME BY WHICH PROJECTS INCLUDED IN
ITEM 17.01.00.01 OF SECTION 1 OF CHAPTER 100 OF THE
ACTS OF 1970, "BOARD OF PUBLIC WORKS—CAPITAL
APPROPRIATION," MUST BE PLACED UNDER CONTRACT,
INSOFAR AS THEY RELATE TO THE FOLLOWING PROJ-
ECTS INCLUDED IN SAID ITEM: PROJECT NUMBER
59.08-11.23.05.02-71, STATE DEPARTMENT OF JUVENILE
SERVICES, BOYS' FORESTRY CAMPS, REPLACEMENT OF
SEWERAGE SYSTEM—GREEN RIDGE CAMP; AND PROJ-
ECT NUMBER 50.11-11.23.05.02-71, DEPARTMENT OF MEN-
TAL HYGIENE, EQUIPMENT FOR SPEECH AND HEARING
CENTER; AND TO EXTEND FOR TWO (2) YEARS THE
PERIOD DURING WHICH THE AFORESAID ITEMS AND
PROJECTS MAY BE PLACED UNDER CONTRACT and to
extend for two years the period during which the aforesaid items
and projects may be placed under contract,; TO REPEAL AND
RE-ENACT, WITH AMENDMENT, SECTION 5 (2) (C) (11)
OF CHAPTER 425 OF THE ACTS OF 1971, TO ELIMINATE
THE REQUIREMENT FOR FEDERAL ASSISTANCE FOR
SHORE EROSION CONTROL MEASURES AT POINT LOOK-
OUT STATE PARK.

Section 1. Be it enacted by the General Assembly of Maryland,
That the provisions of Section 10 of Chapter 435 of the Acts of
1968, as amended by Chapter 512 of the Acts of 1970, be and they
are hereby waived, insofar as they impose a time for placing under
contract the items in Section 5 (G) (18) (b) in said Chapter 435
of the Acts of 1968 and found on page 631 of the Laws of 1968,
making available $357,000 for the Department of Forests and Parks,
Susquehanna State Park, Phase II, Stage "B" development to in-
clude roads and parking, utilities, three shower buildings and water
storage. THERE SHALL BE ALLOWED AN ADDITIONAL
PERIOD OF TWO YEARS BEGINNING ON THE EFFECTIVE
DATE OF THIS ACT, FOR PLACING THE AFOREMENTIONED
PROJECTS UNDER CONTRACT. IF SAID PROJECTS OR ANY
OF THEM SHALL NOT HAVE BEEN PLACED UNDER CON-
TRACT WITHIN A PERIOD OF TWO YEARS, BEGINNING
ON THE EFFECTIVE DATE OF THIS ACT, THEN, AS TO
ANY SUCH PROJECT NOT SO PLACED UNDER CONTRACT,
IT SHALL BE DEEMED TO HAVE BEEN ABANDONED, AND
THE OTHER PROVISIONS OF SECTION 10 OF CHAPTER 435
OF THE ACTS OF 1968 SHALL BE FULLY EFFECTIVE AS
TO SUCH PROJECT.
