area initial camping facilities, to include two shower buildings,
camping area roads and 60 parking spaces; to an item contained
in said Act for the Department of Forests and Parks, Cunning-
ham Falls State Park, to supplement the appropriation for "De-
velopment of West Area, including entrance road, utilities,
bathhouse, concession building, beach development, comfort sta-
tion, parking areas and picnic sites" as shown on page 996 of
the Acts of 1969; to an item contained in said Act for the
Department of Forests and Parks, Deep Creek Lake State Park,
for development of additional camping facilities to include two
washhouses, roads, and 70 campsites; to an item contained in
said Act for the Department of Forests and Parks, Elk Neck
State Park, for continued development of Stony Point camping
facilities to include four shower buildings and extension of water
and electrical services; to an item contained in said Act for the
Department of Forests and Parks, Seneca Creek Park, to sup-
plement the appropriation for "Construction of dam and State's
share of cost for new bridge on Long Draft Road," as shown
on page 1677 of the Acts of 1967; to an item contained in said
Act for the Department of Forests and Parks, Susquehanna State
Park, for construction of a concession building; to an item con-
tained in said Act for the Department of Forests and Parks,
Rocky Gap State Park, for development of primary road system,
water system, and electrical extensions; to an item contained
in said Act for the University of Maryland, Baltimore, to sup-
plement the appropriation for "Construction of an addition to
Howard Hall" as shown on page 1018 of the Acts of 1969; to
an item contained in said Act for the University of Maryland,
Baltimore County Campus, for construction of swimming pool
addition to the Physical Education Building; to an item contained
in said Act for Towson State College for Construction of Class-
room Building No. 2, including air conditioning; and to an item
contained in said Act for the State Department of Health, Head-
quarters, to supplement the appropriation "contingent upon and
supplementary to Federal funds being made available to the
State Department of Health for the construction of a new State
Laboratory, Baltimore"; to waive the provisions of Section 10
of Chapter 101 of the Acts of 1970 and of other laws relating
to the time by which projects included in Item 17.01.00.01 of
Section 1 of Chapter 100 of the Acts of 1970 "Board of Public
Works—Capital Appropriation" (said Item designation also being
known as 11-23.05.02.71) must be placed under contract, insofar
as they relate to projects included in said Item and described in
the Maryland State Budget as Board of Public Works, $15,000
for planning and preparation of preliminary plans and speci-
fications to provide additional space for the Hall of Records;
Department of Forests and Parks, Gunpowder River Valley State
Park, $54,000 for renovation of Niki NIKE site buildings and utili-
ties, and $27,000 for installation of electrical system; Department of
Forests and Parks, Pocomoke State Forest, $55,000 for construc-
tion of a storage building; Department of Forests and Parks,
Seneca Creek State Park, $20,000 for initial beach development
and $72,000 for design of water, sewer, and electric systems;
Department of Mental Hygiene—Rosewood State Hospital, $62,900
and $33,600 for conversion of Esther Loring Richards and
Finesinger Buildings for mentally retarded children; Patuxent
Institution, $98,500 and $1,500 for construction of maintenance
