The Board of County Commissioners of Frederick County and The
Board of Education for Frederick County shall cooperate and jointly
provide educational programs, transportation and other facilities,
whenever possible, for the use of the retarded and handicapped
children of Frederick County. The cost of such services shall be
apportioned to the agency or agencies benefiting or using the
services as provided.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

AN ACT to add new Section 112A to Article 77 of the Annotated
Code of Maryland (1969 Replacement Volume and 1971 Supple-
ment), title "Public Education," subtitle "Chapter 8. Teachers,"
to follow immediately after Section 112 thereof, authorizing" the
county boards of education and the Board of School Commis-
sioners of Baltimore City to utilize volunteer teacher aides in the
schools of the counties and Baltimore City, PROVIDING FOR
THE DEVELOPMENT OF GUIDELINES FOR THE USE OF
VOLUNTEER AIDES, and providing for comprehensive liability
insurance AND WORKMAN'S COMPENSATION COVERAGE
for said aides.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 112A be and it is hereby added to Article 77 of the
Annotated Code of Maryland (1969 Replacement Volume and 1971
Supplement), title "Public Education," subtitle "Chapter 8.
Teachers," to follow immediately after Section 112 thereof, and to
read as follows:
112A.
The local boards of education and the Board of School Commis-
sioners of Baltimore City may utilize volunteer teacher aides in the
schools SCHOOL ACTIVITIES of the counties and Baltimore City.
Such volunteer teacher aides shall not be used to supplant teachers
EDUCATIONAL PERSONNEL but rather to assist teachers and/or
school administrators REGULAR EMPLOYEES in the pursuit of
their assignments. The State Board of Education shall promulgate
regulations setting forth the qualifications of said volunteer aides.
EACH LOCAL SUPERINTENDENT OF SCHOOLS AND THE
SUPERINTENDENT OF BALTIMORE CITY PUBLIC SCHOOLS
SHALL DEVELOP GUIDELINES FOR THE USE OF VOLUN-
TEER AIDES WITHIN HIS LOCAL SCHOOL SYSTEM. Volunteer
aides shall be considered as agents of the local board of education
and the Board of School Commissioners of Baltimore City for the
limited purpose of comprehensive liability insurance coverage under
