53B. Revisor of Statutes as head of Division of Statutory Re-
vision; appointment, qualifications and tenure.
(a) The Division of Statutory Revision shall be headed and
administered by a Revisor of Statutes, with the duties, powers, and
functions prescribed in this subheading.
(b) The Revisor of Statutes shall be appointed jointly by the
President of the Senate and the Speaker of the House of Delegates
from a nominee or nominees proposed to them by the Director of the
Department of Legislative Reference. The President and the Speaker
may reject any list of proposed nominees and call for another.
(c) The Revisor of Statutes shall be experienced in the work of
revising statutes and drafting legislation.
(d) The Revisor of Statutes shall hold office during good be-
havior. He may be removed by the President and the Speaker, upon
charges brought by them and upon proof of inefficiency, neglect of
duty, or misconduct in office. Before the Revisor of Statutes is re-
moved from office, he shall be given a copy of the charges made
against him and an opportunity of being heard publicly in person or
by counsel in his own defense, upon not less than ten days' notice.
53C. Duties of the Revisor of Statutes.
(a) Subject to the general supervision and control of the Director
of the Department of Legislative Reference, the Revisor of Statutes
shall:
(1) Make recommendations for formal revision of the public gen-
eral laws of Maryland as embodied in the Annotated Code of Mary-
land, including their reclassification, rearrangement, renumbering,
and rewording.
(2) Make recommendations concerning appropriate systems for
collecting and publishing the public local laws of Maryland, executive
orders, and administrative rules and regulations.
(3) Carry on the work of continuous formal revision of the statu-
tory law of the State by preparing and submitting recommendations
to the General Assembly for the repeal, amendment, or other modifi-
cation of any statute which is obsolete, antiquated, in conflict with
another statute, or inconsistent with another statute; or which has
been declared unconstitutional or otherwise is in need of formal
revision.
(4) Make recommendations to correct manifest spelling, gram-
matical, clerical, or typographical errors, or errors by way of addi-
tions or omissions, as well as generally to maintain the clarity, sim-
plicity, and consistency of style of statutory law.
(5) Perform any additional duties as requested by the Director
and serve as the Assistant Director of the Department of Legislative
Reference if so designated by the Director.
53D. Services for Code Revision Commission; Revisor of Statutes
to be Director.
(a) The Division of Statutory Revision also shall provide staff
services and support for the Commission to Revise the Annotated
