endorsing or otherwise securing or guaranteeing the payment of
the obligation of same, such loan of credit, however, not to exceed
the said $275,000. The County Commissioners shall levy upon the
taxable property of Somerset County, such amounts as may be neces-
sary from time to time for the payments of interest and principal
on any such bonds or notes.
Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two Houses of the General Assembly,
the same shall take effect from the date of its passage.

(House Bill 1219)
AN ACT to repeal and re-enact, with amendments, Section 13G of
Article 66C of the Annotated Code of Maryland (1970 Replacement
Volume), title "Natural Resources," subtitle "In General," sub-
heading "Department of Chesapeake Bay Affairs," to provide that
reports required to be submitted to the Department of Natural Re-
sources by persons, firms, or corporations engaged in the business
of packing or dealing in any of the resources within the jurisdic-
tion of the Department, or by persons licensed by the Department
to take or catch those resources, shall not be divulged or used in
any manner that would reveal the income of the person, firm, or
corporation submitting the report.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 13G of Article 66C of the Annotated Code of Maryland
(1970 Replacement Volume), title "Natural Resources," subtitle "In
general," subheading "Department of Chesapeake Bay Affairs," be
and is hereby repealed and re-enacted, with amendments, to read as
follows:
13G.
(a) Every person, firm or corporation engaged in the business
of packing or dealing in any of the resources within the jurisdiction
of the Department shall keep accurate books, statements and ac-
counts showing all the details of said business; and all such books,
statements and accounts shall be open to inspection at all reason-
able hours, by the duly authorized agents of the Department. Every
person, firm or corporation engaged in the business of packing or
dealing in any of the resources within the jurisdiction of the Depart-
ment and every person licensed by the Department to take or catch
the same, shall make such reports as may be required from time to
time by the Department, on forms prescribed by it.
(b) It is unlawful for any officer or employee of any department
or agency of the Executive Branch of State government to divulge
or use in any manner information contained in any report submitted
