pursuant to the provisions of this section that would reveal the in-
come of the person, firm, or corporation submitting the report. Noth-
ing herein shall be construed to prohibit the publication of statistics
so classified as to prevent the identification of particular reports and
the items thereof, nor to prohibit inspection of reports and records
by any official or employee of the Executive Branch having a proper
interest therein.
(c) Violation of the provisions of subsection (b) of this section
is a misdemeanor punishable by a fine not exceeding one thousand
dollars or imprisonment for not exceeding six months, or both,
in the discretion of the court.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.
SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS ACT
IS HEREBY DECLARED TO BE AN EMERGENCY MEASURE
AND NECESSARY FOR THE IMMEDIATE PRESERVATION
OF THE PUBLIC HEALTH AND SAFETY AND HAVING BEEN
PASSED BY A YEA AND NAY VOTE SUPPORTED BY THREE-
FIFTHS OF ALL THE MEMBERS ELECTED TO EACH OF THE
TWO HOUSES OF THE GENERAL ASSEMBLY, THE SAME
SHALL TAKE EFFECT FROM THE DATE OF ITS PASSAGE.

AN ACT making appropriations for the support of the State Govern-
ment and for the aid of sundry schools and institutions and for
other purposes for the fiscal year ending June 30, 1973.
Section 1. Be it enacted by the General Assembly of Maryland,
That subject to the provisions hereinafter set forth and subject to
the Public General Laws of Maryland relating to the Budget pro-
cedure, the several amounts hereinafter specified, or so much thereof
as shall be sufficient to accomplish the purposes designated, are
hereby appropriated and authorized to be disbursed for salaries,
wages, technical and special fees and all other expenses for the de-
partments, boards, commissions and officers of the State, and to the
respective schools and institutions, and for the several purposes
specified for the fiscal year beginning July 1, 1972, and ending June
30, 1973, as hereinafter indicated.
