by a yea and nay vote supported by three-fifths of all the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 14
(House Bill 1503)

AN ACT to add new Section 22B to the Code of Public Local Laws
of Somerset County (1963 Edition, being Article 20 of the Code
of Public Local Laws of Maryland), title "Somerset County," sub-
title "County Commissioners," to follow immediately after Section
22A thereof, as enacted by Chapter 638 of the Acts of 1967,
authorizing the Board of County Commissioners of Somerset Coun-
ty to make certain grants or loans to municipal corporations, sani-
tary districts or sub-districts in Somerset County, and relating gen-
erally to the amount, terms, conditions and purposes of these pay-
ments.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 22B be and it is hereby added to the Code of Public
Local Laws of Somerset County (1963 Edition, being Article 20 of
the Code of Public Local Laws of Maryland), title "Somerset Coun-
ty," subtitle "County Commissioners," to follow immediately after
Section 22A thereof, as enacted by Chapter 638 of the Acts of 1967,
and to read as follows:

22B.

In addition to and not in substitution for the authority granted
by Section 22A above, the Board of County Commissioners of Som-
erset County may grant or lend up to the sum of $275,000 to assist
municipal corporations, sanitary districts or sub-districts in Somerset
County for the purpose of the development, creation, construction,
enlargement, extension, or improvement of water or sewer systems,
or both of them, or other related facilities or supplementary works,
as in the discretion of the Board of County Commissioners is deter-
mined by them as necessary, appropriate, and proper to improve
conditions of health, to relieve or remove hazards to the public
health, or to promote the industrial, commercial, or residential de-
velopment of a particular area. Loans made by the County Com-
missioners hereunder shall be upon such terms and conditions of
repayment, bear such interest or no interest, and be secured, as the
Commissioners in their sole discretion consider appropriate and
proper. The Board of County Commissioners are authorized to borrow
upon the faith and credit of Somerset County in order to obtain all
or any part of the funds required to carry out the provisions of this
Section, upon the County's general obligation bonds, revenue bonds,
or notes. Further, if in their discretion it should be necessary,
convenient or appropriate in order to carry out the purposes of this
Section, the Commissioners are authorized to lend the credit of the
County to such a municipality, sanitary district or sub-district, by
