232P.
(a) There is hereby created a Harford County Advisory Council
on Drug Abuse to consist of fifteen (15) members appointed by the
County Commissioners.
(b) The membership on the Council shall consist of one member
from each of the following groups: Harford County Drug Education
Leadership Team, Harford County Health Planning Commission,
School Community Action Planning Group, Harford Community
College Hot Line Program, Harford County Sheriff's Department,
and one each from THE POLICE DEPARTMENTS OF EACH OF
Harford County's three incorporated municipalities. The regional
director of the Maryland Drug Abuse Administration for Harford
County shall be an ex-offlcio member of the Council. In addition, the
County Council COMMISSIONERS shall appoint three members who
are students in the public senior high schools of Harford County. The
remaining four members shall be a representative cross-section of
the residents of Harford County. In the appointment of the Council's
members, the County Commissioners shall exercise all reasonable
efforts to give representation to all segments of the County's popula-
tion and geographic area. Further, the Commissioners shall appoint
persons who have AN AWARENESS OF AND HAVE evidenced a
concern over drugs and drug related problems.
(c) Five members of the Council shall be appointed for terms of
one year, five shall be appointed for terms of two years, and five shall
be appointed for terms of three years. Thereafter and as these terms
expire each year, they shall be filled by appointment of the County
Commissioners from the respective categories of the appointment
then expiring. Any member whose term is expiring may be reap-
pointed to one additional term ANOTHER TERM OR TERMS.
(d) The members of the Council shall receive no compensation
for their services, but they may be reimbursed by the County Com-
missioners for reasonable and necessary expenses incurred in the
discharge of their duties.
(e) The County Commissioners shall designate a Chairman of the
Council who shall serve for a one year term. The Council shall meet
once a month or on the call of the Chairman in a place to be fur-
nished by the County Commissioners.
(f) The Council shall assess the needs and resources of Harford
County in terms of drug prevention, rehabilitation and education.
It shall suggest programs to meet the specific needs identified by these
assessments and to identify the appropriate agencies for the imple-
mentation of these programs. It shall prepare an annual report
of its findings and suggestions for the benefit of the County Com-
missioners, the citizens of Harford County and the Harford County
Delegation to the General Assembly. It shall establish liaison with,
present suggestions to, and support the programs of the Maryland
Drug Abuse Administration EXISTING DRUG RELATED PRO-
GRAMS, THE MARYLAND DRUG ABUSE ADMINISTRATION,
AND ANY NEW PROGRAMS RELATING TO DRUG EDU-
CATION, REHABILITATION, AND ABUSE IN HARFORD
COUNTY. It shall also develop new programs relating to drug edu-
cation, rehabilitation, and abuse in Harford County. The Council
shall also encourage cooperative efforts among groups concerned
with drug problems in the County.
